Dear Tom
Local Government Official Information And Meetings Act 1987
Regional track upgrade budgets
I refer to your email received on 19 August 2019, requesting information on the regional
track upgrade budgets for 2018/2019 and 2019/2020.
The specific details of your request and our response is below:
1.
I note the regional track upgrade budget for 2019/20 is $6,513,000. How many
kilometres of track is budgeted to be upgraded?
In the 2019/2020 financial year work is planned to improve 77 kilometres of tracks across all
regional parks, where kauri dieback mitigation is required.
The budget also covers planning and design work for track upgrades programmed for
2020/21.
2.
The regional park track upgrade budget for 2018/19 was $2,000,000. How many
kilometres of track did this upgrade?
Please refer to the at ached memo
(Attachment 1) that was sent to the Environment and
Community Commit ee in June 2019. This memo provided an update on the kauri dieback
management programme, including the track upgrade plan for the Waitākere Ranges.
As at 30 June 2019 a total of 25 kilometres of track was upgraded to kauri safe standards.
3.
How much was spent upgrading each track.
The budget for track work includes the use of both capital and operational funds depending
on the nature of the upgrade work required. Some track projects use both types of funding
and the procurement approach can vary – for example in some instances track work can be
contracted out in a “bundle”.
In our response sent to you in July we advised that the budgets are determined based on the
estimated work required in each geographic location. They are also general y managed at
this level and not on a track by track basis.
For these reasons, we are unable to provide you with a breakdown of how much was spent
upgrading each track, as this would take a significant amount of time to research and collate
this information. The part of your request is refused under section 17(f).
If you feel that we have not responded adequately to your request, you have the right to
seek an investigation and review by the Ombudsman of this decision. Information about how
to make a complaint is available
at www.ombudsman.parliament.nz or freephone 0800 802
602.
If you have any further queries, please contact me on (09) 301 0101 quoting LGOIMA No.

Yours sincerely
