Local Government Official Information and Meetings Act 1987 (LGOIMA) Request
We refer to your information request dated 22 January 2019.
As advised in our letter of 20 June 2019, your information request was not forwarded to
me for processing. This has led to an unacceptable delay and we apologise again for
this oversight.
A copy of your original request is set out below:
Can you please supply me with the following information in relation to the Bus
Hub Construction.
1.A copy of the original tender document.
2.A copy of Fulton Hogans winning tender document.
3. A break down of the extra $1.6mil spent on top of the original $4.4mil
budget.
4. The ORC stated that the December / January shutdown added $220 k
to the work. Please supply a break down of the $200k the ORC where
charged.
5. Please provide all correspondence between the ORC - Fulton Hogan -
Beca on the Dec / Jan shutdown.
On 5 July 2019, we provided you an interim response, including the following documents:
1. A copy of the original tender document
2. A copy of Fulton Hogan’s winning tender document – (redacted)
In relation to the remainder of your request, I have consulted with staff and have been
advised of the following:
Question 3
The final figures for the overall project are yet to be finalised, as such we are unable to
provide you with a complete breakdown. The figures are currently being finalised and
will be included in forthcoming council report. The report will be publicly available.
Accordingly, this part of your request is refused pursuant to section 17(d) of LGOIMA as
the information requested will soon be publicly available.
Question 4
For the December /January shutdown, the additional $200,000 cost can be broken down
as follows:
1. Temporary drainage, seal, signage and road marking 42% $82,000
to leave the site in good condition
2. Safety - Safe Hits, Temporary fencing etc.

Question 5
A search of our records of correspondence between ORC, Fulton Hogan and BECA
using the identifiers “bus” and “shutdown” has identified the attached correspondence
and reports as falling within the scope of your request.
You will note that within the attachments there are a number of redactions. These
redactions have been made pursuant to the following sections of LGOIMA:
1. Section 7(2)(a) - to protect the privacy of natural persons;
2. Section 7(2)(b)(ii) – to protect information where the making available of the
information would be likely unreasonably to prejudice the commercial position of
the person who supplied or who is the subject of the information; and
3. Section 7(2)(i) - enable any local authority holding the information to carry on,
without prejudice or disadvantage, negotiations (including commercial and
industrial negotiations)
