Yes, from what I have seen the question was around discouraging water bottling.
If the debate does morph into discussion about water conservation, then we could consider a policy for assessing
large user applications. I imagine we wouldn’t want to introduce a policy that would deter businesses using water
for purposes other than water bottling though.

By setting the threshold at 15 cubic metres Tauranga is likely to catch wide range of users beyond what I would
normally deem to be large consumers ‐ but it would certainly capture water bottlers. I guess the question comes
back to what is it we are trying to achieve? Discouraging “all” large users would be an outcome of the Tauranga
approach (conservation) but if the issue is only about water bottling industries then, based on pure economics, it is
difficult to see any more effective deterrent/incentive than the significant price differential between putting down a
bore and taking from the main. In essence, for bottling purposes the filtration and disinfection costs are the same
irrespective of water source and so the economics of such an operation can be pegged directly back to the raw
water cost.
I could be wrong but the original question seemed to be about discouraging water bottling and driven more by the
inequities and negative environmental consequences of such activity. On this basis I would run with your memo. If
however the debate morphs into a discussion about water conservation then it would be sensible to uplift an
approach similar to that used by Tauranga.

I have just come across a policy Tauranga has recently adopted for large water users.

We could look to do something similar if we think there is a chance someone would apply to bottle from the
reticulated supply? – or do we think the cost of our extra‐ordinary supply is enough of a deterrent that nobody
would apply anyway?
I notice on our application for supply we don’t actually ask how much water is intended to be used.
It is worth noting Tauranga seem to have a base charge for commercial use (which may be case by case as I can’t
find the amount) and then users are charged the same as residential ($1.99 per the litre as everyone is metered).
Your thoughts would be appreciated.
