Official Information Act (1982) Request
I write in response to your Official Information Act request, dated 08 July 2019. You requested the
following information:
•
The total number of PGY1 House Officers positions filled in by ACE matching system (2014 - 19)
•
The total number of PGY1 House Officers positions filled in by NZREX graduates (2014 - 19)
•
The total number of PGY1 House Officers filled in by candidates from a comparable healthcare
system e.g. UK, Ireland, USA, etc (2014 - 19).
Counties Manukau Health (CM Health) provides health services for communities of Counties Manukau,
Franklin and the northern Waikato region. We work collectively with the metro Auckland DHBs to provide
RMO training and consistent recruitment processes. We make the following notes to assist with data
interpretations.
1. The House Officer training year commences in November of each year. The training year dates that
were covered by the information requested are as follows:
▪ 25/11/2013 to 23/11/2014 (2013 ACE Process)
▪ 24/11/2014 to 22/11/2015 (2014 ACE Process)
▪ 23/11/2015 to 27/11/2016 (2015 ACE Process)
▪ 28/11/2016 to 26/11/2017 (2016 ACE Process)
▪ 27/11/2017 to 25/11/2018 (2017 ACE Process)
▪ 26/11/2018 to 24/11/2019 (2018 ACE Process)
▪ 25/11/2019 to 22/11/2020 (2019 ACE Process is not complete)
2. Offers of employment for candidates who come through the ACE system [as part of the national
annual recruitment cycle] are made in early August of each year, for appointments that will
commence in November, for the next training year.
3. The number of PGY1 appointments detailed in response to Question 1 is for the PGY1 House Officers
that came through the ACE system. The numbers of PGY1 positions filled may be higher than the

numbers matched by ACE, as a result of candidates being appointed from the ACE talent pool, after
the match process had been completed nationally.
4. There is no data provided for the 2019 ACE process - because it is not yet complete. This is for
appointments that will commence in the 2019/2020 training year starting 25 November 2019.
Question 1 - The total number of PGY1 House Officers positions filled by ACE matching system 2014-
2019.

below] provides the number of PGY1 House Officers who were appointed, and who came through
the ACE system, from 2014 to 2019, at CM Health.

Table 2 [below] identifies the number of PGY1 House Officer places, which were filled by NZREX graduates,
who were appointed for the period 2014 to 2019 at CM Health.

For the current 2018/2019 training year (26/11/2018 to 24/11/2019), this includes all appointments up
to 01 July 2019 (as the date the OIA was received).
Question 3 - The total number of PGY1 House Officers positions, which were filled in by candidates from
a comparable health system (e.g. UK, Ireland, USA etc.) 2014-2019
There have been none in the period form 2014-2019. All PGY1 positions at CM Health were either filled
by graduates from the ACE system, or NZREX.
