Request made under the Official Information Act 1982
Thank you for your request to the to the NZ Transport Agency on 23 July 2019 requesting the
following information under the Official Act 1982 (the Act):
I would like to request details for the 2016 Financial Year (April 2016 - March 2017) regarding
Driver Licences.Could I please have:
- Pass Rates for new drivers split by TLA and licence class and type
- Driver ages for each TLA (all drivers not just new drivers)
The data you requested has been provided to you in the attached spreadsheet:

Table 1 shows the pass rates for new drivers by TLA, licence class, and licence stage from 1 April
2016 to 31 March 2017.
Table 2 is the count of all drivers who held a current driver licence from 1 April 2016 to 31 March 2017
by driver age group and TLA.
It is important to note the following in relation to the information provided:
• This data is provided from the Driver Licence Register (DLR) and is current at 25th July 2019.
• Data includes only practice and theory tests.
• Only confirmed bookings are included.
• A pass result is classed as an exam that ended in the "PASS" result, a fail is one where either
a "FAIL" or "STOPPED" result occurred. All other result types are not counted for this report.
• Drivers may be counted twice in two different age categories if they have sat two tests within
the same financial year before and after their birthday.
• The age of a driver is calculated from the day of a test being carried out from their entered
birth date.
• Drivers with no birth date entered are excluded from this dataset.
• Only drivers aged 16 years and over are included in the data.
• Data includes all licence stages (learner, restricted, full).
• Data includes all licence classes (Class 1-6).
• Address fields for regionalising data are free text. Mistakes may occur with these types of
entries (e.g. mis-spellings, wrong selection type).
• Where counts less than 4 have occurred in the data in the TLA/age breakdown, the number
has been suppressed to protect the privacy of natural persons
• Licences are limited to standard and diplomatic licences only
• Pass rates TLA is determined by test site location and driver age groups TLA is determined by
driver address, for this reason there are differences in the number of TLA’s between
spreadsheets e.g. Chatham Islands District has drivers, but no testing location
I have withheld the Counts of drivers by Territorial Authority (TLA) and age where the count of drivers
is less than four parts of your request under section 9(2)(a) of the Act to protect the privacy of natural
persons, including that of deceased natural persons:
This information was withheld because disclosing small counts, especially if combined with other
sources of information, may lead to the identification of individuals and personal details about them.
We have therefore suppressed counts of either male or female drivers where the count is less than
four. I do not consider that it is in the public interest to make this information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision withhold
this
information.
