Park maintenance for Auckland
I refer to your request which we received on 4 August 2019, regarding a copy of the current
park maintenance schedule for Auckland.
I also refer to my colleague Saree Biddick’s email to you seeking clarification and refinement
of your request, you replied on 6 August 2019 confirmed that you are trying to understand if
Auckland Council has a plan to maintain the equipment in all local parks on a regular basis
or if maintenance is done on an ad-hoc, as required basis, and requested a list of parks in
the Howick Local Board and when the maintenance on the equipment is next scheduled.
Our response to your request is set out below:
Please find
attached a list of 265 local parks in the Howick Local Board area.
Please note Local parks (LP) include premier parks, neighbourhood parks, esplanades and
coastal areas, historic places and natural spaces.
The maintenance of parks is delivered in two ways - general maintenance or
renewal/upgrade programmes.
Maintenance
Maintenance across the Auckland region operates under a full facilities contract model. Full
facilities contracts are outcome-based rather than prescriptive. This means that contractors
are required to meet standard outcomes as opposed to following a schedule of works for
areas for mowing, cleaning, edging, rubbish collection etc.
The contract’s key performance indicators track quality and timeliness of maintenance work
for categories like the maintenance of grass, gardens and buildings; upkeep of paths, tracks
and hard surfaces; maintenance and servicing of public toilets and changing rooms; sports
field maintenance and litter and rubbish bin management. Contractors are also required to
meet social and environmental targets and demonstrate a reduction in agri-chemical use.
Consequently, there is no “maintenance schedule” as such for local parks in Auckland.

Renewals and upgrades
Renewals wil ensure that the asset and/or site are renewed to a modern-day level of
service. Play equipment may be renewed with improved equipment e.g. a slide may be
replaced with a module that better suits the needs of the children using the playground.
If a playground is programmed for renewal, the project team from Community Facilities will
provide the local board with options of the works to be delivered.
Please note, all local boards’ community facilities work programmes are publicly available in
the respective business meeting agendas. Please refer to

There is also the option for a local board to allocate Locally Driven Initiatives – capital
expenditure (LDI capex) to deliver an improved level of service. For instance, a local board
may decide that, due to demographic changes, they would like to contribute LDI funds to
extend the age range of children benefiting from a playground currently designed for young
children. There may also be a desire to add new pieces of equipment.
Please refer to the
attached Community Facilities work programmes for Howick Local Board
for the financial year 2018/19 and 2019-22 for your reference.
In Howick, Community Facilities wil be renewing play spaces at Cockle Bay, Rogers and
Raphoe parks. Cockle Bay and Rogers park renewals sought additional LDI funding for
improved levels of service. The additional funding wil be considered as part of the local
board’s LDI work programme which wil be considered for approval by the board in
September.
