Dear Adam Docherty
I refer to your email transferred from Victoria University of Wellington on 6 September 2019
in which you request the following under the Official Information Act 1982 (OIA):
"The New Zealand Government is sponsoring a four-week English language training
course for Vietnamese officials in preparation for the country's ASEAN chairmanship in
2020. Please provide information on the cost of this sponsorship."
I am advised that the Ministry of Foreign Affairs and Trade (MFAT) is providing NZD 85,000
to support the delivery of the training course specified in your request. The training will be
delivered by Accent Learning, a subsidiary of Victoria University of Wellington.
This planned expenditure is part of the Official Development Assistance (ODA) that
New Zealand provides to developing countries each year through the New Zealand Aid
Programme. Further information about our Aid Programme is available on MFAT's website
at: https: //www.mfat.govt.nz/ en/aid-and-development/.
Please note that this letter (with your personal details redacted) may be published on the
Ministry's website.
You have the right under section 28(3) of the OIA to seek a review of this response by the
Ombudsman.
Yours sincerely
Wendy Adams
for Secretary of Foreign Affairs and Trade
