Subject: Partial transfer and timeframe extension
Thank you for your email of 27 February 2020 to the Ministry of Business, Innovation and Employment
(the Ministry) requesting further information under the Official Information Act 1982 (OIA).
I am writing to advise you that parts of your request have been transferred to other agencies. We note
that you refer to a statement in our initial response (12/11/19) to question two; “encouraged to
complete”, and request more information on INZ’s Intercultural Awareness Module. For clarification, this
section that you refer to in our previous response refers to two different learning programmes;
Immigration New Zealand’s ‘Intercultural Awareness Module’ and the Office of Ethnic Communities ‘four
modules in Intercultural Capability e-learning’.
I have interpreted your request as seeking further information about
both the e-modules mentioned
above, so will transfer part of your request that relates to the Office of Ethnic Communities ‘four modules
in Intercultural Capability e-learning’ to the Department of Internal Affairs.
I will also transfer parts of your clarifications, specifically part [2c] clarifications in relation to the
workshop hosted by University of Otago, and part [2d] clarifications in relation to a workshop hosted by
Massey University.
This is because parts of your request are more closely aligned with the functions of the University of
Otago, Massey University, and the Department of Internal Affairs. Section 14(b)(ii) of the Official
Information Act allows me to transfer any request that is believed to be more closely aligned with the
functions of another department, organisation or Minister of the Crown.
I am also writing to advise you that the Ministry will provide a response to the remainder of your request
but needs to extend the time available to answer. The Ministry’s response will be with you no later than
26 May 2020. The reason for the extension is that consultations necessary to make a decision on the
request are such that a proper response to the request cannot be made within the original time limit.
