Dear Hemant
Response to your request for official information
Thank you for your request of 16 October 2019 under the Official Information Act 1982 (the Act)
for information on the measles, mumps and rubella (MMR) vaccine:
“1) how many people are unvaccinated for measles in New Zealand. Can this
please be broken down in
1)a) people that have had 1 but not 2 MMR vaccines
1)b) people that have not had any MMR Vaccines
2) how many MMR vaccines would be needed for everyone have to have had 2
MMR vaccines?
3) What are the estimate of the number of people that have not had the vaccine
that cannot have the vaccine for medical (as opposed to ethical/not wanting it)
reasons?”
Information in response to your request is outlined in Appendix 1 of this letter. Please be
advised that this data is sourced from the National Immunisation Register (NIR) for 2006 to
2019 birth cohorts.
It is important to note that the number of declines (see Table 3) refer to both MMR 1 and MMR
2. As such, older birth cohorts would have had multiple opportunities to decline the MMR
vaccine and may be counted in the figures more than once. Additional information to assist in
interpreting the dataset is also outlined in the appendix.
I trust that this information fulfils your request. Under section 28(3) of the Act you have the right
to ask the Ombudsman to review any decisions made under this request.
Please note that this response, with your personal details removed, may be published on the
Ministry of Health website.
Yours sincerely
Deborah Woodley
Deputy Director-General
Population Health and Prevention

The New Zealand Immunisation Schedule lists eligibility for first MMR at 15 months and
second at four years, which is why there is a large number of individuals with only one dose:

Notes:
1. Date of birth is based on the individual’s National Health Index (NHI)
2. The number of records for MMR doses in the NIR was used to determine vaccination coverage
3. The number of people who are eligible is based on enrolment on the NIR
4. Individuals who have been recorded as having left New Zealand or have died are excluded from this data
5. The number of declines (see Table 3) refer to both MMR 1 and MMR 2, therefore older birth cohorts have had multiple opportunities to decline the vaccine and
may be counted in the figures more than once
6. This data was extracted on 27 September 2019
