Thank you for your request for official information dated 17 December 2019 related to the Glen Innes to
Tamaki Drive Project.
We understand you are requesting, "all information or documentation that explains why project funding was
not obtained in order to meet the previous communicated start dates for 2019 construction"
As outlined in our letter to you dated 12 December 2019, as work on the project has progressed there have
been significantly more design and construction challenges than were first anticipated, coupled with a change
of route for Section 4.
We apologise for not being clear in our earlier letter to you regarding the budget and funding for the project,
we have clarified this further for you below:
Sections 2 and 4 of the GI to Tamaki project are included in the Regional Land Transport Programme and form
part of the Urban Cycleway Programme. Prior to requesting approval for funding to be released for construction
a level of design was required to provide confidence in cost, scope and risk.
Approval to progress Sections 2 and 4 towards construction was given by the AT Board in December. Final
approval of funding is required by the Waka Kotahi NZ Transport Agency Board. This decision is expected
later this month. In parallel to the funding approval a tender process to secure a construction partner for
Section 2 began in December 2019 through a Transport Agency led contract.
With regards to your request for all information or documents that explains why project funding was not
obtained in order to meet the previous communicated start dates for construction.
We have provided all information AT holds in relation to the budget or funding related to this project as per
your request under Local Government Official Information and Meetings Act (LGOIMA) case CAS-10590-
X2F4Q3.
We made every effort to locate further documentation related to your requested under case CAS-10590-
X2F4Q3 including running email scrapes of staff emails, project team emails, searching all databases and AT
systems related to this project and your request.
We have no further information to supply you with regards to this matter.
We are therefore refusing your request under section 17(e) of the LGOIMA because we have provided
you all the information AT holds in relation to this matter under LGOIMA case CAS-10590-
X2F4Q3.
We have not provided the closed AT Board meeting minutes for the reasons outlined in the next paragraph.

The closed AT Board meeting minutes under section 7(2)(f) of the LGOIMA as the withholding of the
information is necessary to maintain the effective conduct of public affairs through:
o the free and frank expression of opinions by or between or to members or officers or
employees of any local authority, or any persons to whom section 2(5) applies, in the
course of their duty; or
o the protection of such members, officers, employees, and persons from improper
pressure or harassment;
and section 7(2)(h) of the LGOIMA as the withholding of the information is necessary enable any
local authority holding the information to carry out, without prejudice or disadvantage, commercial
activities.
