Your Official Information Act request, reference: GOV-002227
Thank you for your email of 18 October 2019, asking for the following information under the Official
Information Act 1982 (the Act):
1.
Please provide a list of all the medical qualifications, surgical experience, and the last date that
Dr Ray Fong performed surgery here in New Zealand.
2.
Please also provide all the private and public hospitals that Dr Ray Fong performed surgery
3.
Please provide the number of patients that died during or after Dr Ray Fong performed surgery.
Dr Fong’s qualifications are publicly available
Dr Fong is employed by ACC within his scope of practice to provide ACC with his clinical opinion. This is
in line with the Medical Council of New Zealand’s guidelines regarding ‘non-treating doctors’ performing
medical assessments for third parties.
Information on Dr Fong’s qualifications are publicly available to view on the Medical Council of New
Zealand website throu
gh https://www.mcnz.org.nz/registration/register-of-doctors/doctor/fong-ka-
man/. Dr Fong is registered under the name Ka Man Fong. As information on Dr Fong’s qualifications are
publicly available, we are refusing this part of your request under section 18(d) of the Act.
ACC does not hold information about Dr Fong’s surgical experience
ACC does not hold information regarding Dr Fong’s surgical experience. This includes information about
surgeries he has performed, and the outcomes of his patients, as this does not relate to his role at ACC.
As ACC does not hold this information, we are refusing this part of your request under section 18(g) of
the Act. There is a possibility that District Health Boards and private hospitals may hold some of this
information. A list of all hospitals is available at
https://www.health.govt.nz/your-health/certified-
providers/ngo-hospital.
