Re: Org Chart and China Related Business
I refer to your email, which we received on 20 November 2019, requesting an
organisation chart for ATEED with the names associated with each position. Also,
the job descriptions and salary bands of any roles within ATEED that have a primary
focus on China.
1. Organisation chart with names for each position
Please see document attached.
The organisation chart includes the names of tier two managers (direct reports to the
chief executive), and staff below senior level who have a public facing role or whose
names are in the public domain. The names of many other staff below tier two have
been withheld under 7(2)(a) of LGOIMA to protect privacy of individuals. In coming to
this decision, ATEED considered the Ombudsman’s guidance on the redaction of
names under LGOIMA. It has also considered the public interest in the names of
lower level ATEED staff in the context of the scope of this request, which is focused
on the organisation’s interaction with China.
ATEED is mindful that it is a publicly funded organisation and therefore the public
has an expectation of transparency about ATEED’s staffing levels, the roles of staff,
and – in some cases – the identity of staff. However, ATEED’s view is that – except
where they have a public facing role, their contact details are on the ATEED-
managed website aucklandnz.com, or are otherwise in the public domain e.g. as a
media spokesperson – staff below tier two have a reasonable expectation of privacy
in carrying out their day to day roles.
The names of two staff holding positions identified in part 2 of this LGOIMA have
been provided within the organisation chart as their names and contact details are
locatable on aucklandnz.com.

China is a major market for ATEED across a number of focus industries – including
construction and infrastructure investment, tourism, screen/creative, and
international education. ATEED is also responsible for the business programme
within Auckland Council’s participation in the Tripartite Economic Al iance (which
includes the Chinese city of Guangzhou). So the work of a number of ATEED teams
involves China to some extent, and many staff have roles which include some
involvement with China
Of those, three positions have a primary focus on China.
1. International Business Advisor – China, International Partnerships team
G band ($70,300 – $105,400)
Job description: “
The purpose of this role is to provide ATEED with advice and
guidance on the international business connections and opportunities in China.
Taking a strategic approach to ATEED’s key relationships, the International
Business Advisor – China wil support the Head of International Partnerships and
Trade to develop, foster and manage trade and partnerships between Auckland
businesses and other organisations with China. The International Business
Advisor - China wil play a key role in identifying and engaging with key partners
and stakeholders, as well as implementing strategy as directed by the Head of
International Partnerships and Trade. Particular emphasis wil be on managing
relationships and delivering on the China Trade Plan programme and the
Tripartite Summit 2017.”
2. Investment Specialist, Investment team
H band ($83,100 – $124,700)
Job description:
“The Investment Specialist is responsible for facilitating the
delivery of international and domestic investment and business attraction
opportunities in Auckland. This role ensures the provision of specialist advice and
support to qualified investors and businesses ready to invest and/or engage in
business in Auckland, and ensures that investment and/or partner-ready local
businesses are proactively identified and engaged with. Importantly this role will
ensure a pro-active aftercare service is put in place, tracking progress and
looking for additional opportunities to leverage opportunities from the relationship.
This role includes providing after-care services for international investors in
Auckland based companies. The Investment Specialist wil work with a service
and virtual investment delivery team, which incorporates ATEED’s Customer
Operations and Economic Growth teams respectively, and third party partners
and other providers, e.g. NZTE, Callaghan Innovation.”
Working with Chinese investors forms the majority of this staff member’s
workload.
3. Marketing Executive – China Digital, Tourism Development team
E band ($49,800-$74,800)
This role was recently instigated and is vacant at time of this response. The key
purpose of the role is to implement and monitor the performance of marketing

campaigns. In carrying out the role, the Marketing Executive wil be required to
work with key external marketing partners as well as internal teams and ATEED’s
centralised Marketing & Communications team.
Should you believe Auckland Council has not responded appropriately to your
request, you have the right by way of complaint, under section 27(3) of the LGOIMA,
to apply to the Ombudsman to seek an investigation and review of the decision.
