Re: Audit of Occupancy Rates for Takapuna Metropolitan Centre Zone 
 
I refer to your email, which we received on 24 December 2019, requesting a copy of 
any and all audits done by Auckland Council or Panuku Development Auckland of 
occupancy rates of commercial (office and retail) and residential property in the 
Takapuna Metropolitan Centre Zone, since and including 2015 to the present time. 
 
Auckland Council does not collect occupancy rate data. Many property companies 
prepare these reports as part of regular occupancy surveys (i.e. Colliers, CBRE and 
Bayleys all do commercial occupancy surveys on, at least, a 6 monthly basis). These 
reports can be found on the websites of these property companies.   
 
Your request is therefore refused under Section 17(g) of the LGOIMA as the 
information is not held, and there are no grounds for believing that it might be held by 
another agency to which the request might be transferred. 
Decisions about this response to your request were made by a senior manager in 
Panuku Development Auckland acting with delegated authority of the acting CEO. 
 
Should you believe Auckland Council has not responded appropriately to your 
request, you have the right by way of complaint, under section 27(3) of the LGOIMA, 
to apply to the Ombudsman to seek an investigation and review of the decision.
