Response to your request for Official Information
On 3 January 2020, you requested from the Human Rights Commission (“the
Commission”) the following information:
1.
What is a qualified Human Rights Commission facilitator and how does a
person become a qualified Human Rights Commission facilitator;
2.
Is there a training provided by the Commission or is there a programme
provided by the Commission to recognise a person?
3.
All relevant details or policy, procedures related to the term "a qualified
Human Rights Commission facilitator”
Taku Manawa
From 2003 – 2012, the Commission delivered an NZQA Approved Human Rights
Facilitation Short Course at various locations throughout New Zealand. The
programme involved a seven-day human rights education programme to build
participants understanding of human rights and develop their facilitation skills. In the
year following, participants hold activities in their regions that highlight and explore
human rights issues that are relevant to their communities. The Commission
provided hands-on mentoring and support, as well as a budget to cover costs of
community activities.

The programme was eventually delivered in the following regions;
• 2003 - Eastern Bay of Plenty and assessed by Waiāriki Institute of
Technology (now known as Toi Ohomai).
• 2008 - Te Taitokerau and assessed by the Northland Polytechnic.

• 2009 - Murihiku and Te Tairāwhiti, the latter being assessed by the Tairāwhiti
Polytechnic (Eastern Institute of Technology).
• 2011- Kirikiriroa and assessed by Waikato Institute od Technology.
• 2012 - Manukau and assessed by the Manukau Institute of Technology.
Anjum completed the Human Rights Facilitation programme delivered in Kirikiriroa
and assessed by Waikato Institute of Technology in 2011.
The Human Rights Facilitation Short Course was discontinued in or around 2013
following an organisation review and change in the Commission’s strategic direction.
The Commission does not currently have any policy or procedure regarding the use
of the term
qualified Human Rights Commission facilitator.
