I am writing to you in response to your request dated 29 January 2020. You asked:
1) Under what legislation are Police officers able to carry firearms? Specifically,
what enables Police to carry firearms where ordinary citizens cannot?
2) Is it theoretically possible for a B-endorsed firearms licence holder to be
authorised to carry their pistol in the same way as Police? If so, under what
circumstances?
3) Has 2) happened in the past? If so, under what circumstances?
Section 3(2)(a)(ii) of the Arms Act 1983 allows Police officers to carry firearms. It is not
possible for B-endorsed firearms licence holders to be authorised to possess their pistol
in the same way as Police, unless they are a person listed in Section 3(2) of the Arms Act
1983. To the best of my knowledge, an exception to the section has not been made
during the lifetime of the Act.
For your information, Police has developed a process for proactive release of information,

Zealand Police website.
