Thank you for your email of 3 March 2020 to the Ministry of Education requesting the following
information:
1. Under the leadership of former Tertiary Education Minister Pete Hodgson, over a
decade ago, the Ministry of Education undertook an cost investigation into the concept
of a universal tertiary student allowance.Can you please provide me with a copy of any
documents or reports that were published as a part of or as the culmination of that
investigation?
2. I would also like to see copies of all emails sent to and from Minister Hodgson's
government email account during his tenure as Tertiary Education Minister that
reference universal student allowance.
Your request has been considered under the Official Information Act 1982 (the Act).
The Ministry needs to extend the timeframe of our response to your request by 10 working
days, pursuant to section 15(A)(1)(b) of the Act, as the consultations necessary to make a
decision on the request are such that a proper response to the request cannot reasonably be
made within the original time limit. For this reason, you can expect to receive a response to
your request by 13 April 2020. I expect that we will be able to respond to you before this date.
With Covid-19 evolving the Ministry is responding and re-directing resources as needed, which
is impacting on our ability to deliver some of our usual functions within the normal timeframes.
We are grateful for your patience and understanding in these unprecedented times.
