Background
1.1
Purpose and scope
The p u rp ose of t his p lan is t o d escribe t he welfare consid erat ions for t akahe in e m erge nc y
sit u ations. An e mergency situation can b e e ither a natu ral e vent e .g. flood or e art hqu ake or
ant hrop ogenic e .g. fire or glob al p andemic.
The scop e of t his d ocum ent covers all locations and facilities t hat t akahē inhabit /are he ld . The
Plan is int e nde d t o e nsure t hat t he we lfare of t akahē is considere d, and where p ossible, t he
v iab ility of t he p opu lation is m aint ained in face of a m ajor e ve nt.
1.2
Introduction/Context
In ord e r t o re -e stablish self-sustaining p opu lations across locat ions where t akahē once p ersisted
nat u rally, t akahē are m aintained at sites whe re introdu ce d b rowsers and p redators are e xcluded
or m anaged t o levels t hat d o not im pact on t akahē at t he p opulation le vel . The v u lnerab ility of the
m e t apop ulation is re du ced b y d ist rib uting t he ge ne tics across m any sites , however som e sites are
m ore v alu able t han ot hers e .g. B urwood Takahē Ce ntre. The m echanism s t hat p rov id e
p re d at or/comp etitor p rotection e . g. p re dator fe nces, m ay have ne gat iv e im pacts on welfare of
t akahē d u ring e mergency sit uat ions if t he care and checks norm ally p rov ide d ce ase s d u e t o acce ss
or av ailab ility of re sources.
1.3
Compliance
Only t he Operations Manager, on ad vice from t he Se nior Ranger is au thorise d t o ap prove
v ariat ion from t his p lan and are accountable for t ho se d ecisions. They are re quired t o u se t heir
p rofe ssional ju dgement and t o se ek adv ice, or t o e scalate when in d ou bt. All d ecisions should b e
d ocu m e nt ed. It is e xpected t hat v ariat ions from re qu irements in t his Plan will b e t he e xcep tion
rat he r t han t he norm , and t hat b ird we lfare and healt h and safety re quirements are com pu lsory.

Burwood Takahē Centre
On av e rage, arou nd 100 t akahē are he ld at t he B u rwood Takahē Ce ntre ne ar Te Anau. Mod e lling
has shown t hat B u rwood is crit ical for t he ongoing su ccess of Takahē Re cov ery and is t herefore a
p riorit y for any re sponse following an e m erge ncy.
The ce nt re has 4 grou p s of p re dator p roof p ens which are ge ographically se p arated and
ind iv idu ally isolated. A t hird of t hese p ens re ly on solar p ower e lectricity t o re m ain p e st p roof.
3.1
Fire
A Fire Re sp onse Plan has b een d eveloped for B u rwood (re fe
r d ocm-1111702). In su m mary, fire
fight ing re sponsibilit y lies wit h Fire and E mergency New Ze aland (FENZ) and no one is
au t horise d t o e nt er t akahē p e ns wit hout first consu lting with t he local Incident Cont roller (IC).
The are a is id entified in FireCom d atabases as a p riority are a for re sp onse and im med iate air
at t ack with t he aim of fast knock d own.
3.2
Long term regionwide or national incident
A m ajor incide nt, such as an e art hqu ake, will likely causes d amage t o infrastru cture and isolate
B u rwood for se v eral d ays if not we eks. Any incide nt re sponse will e nsure t he safet y of st aff and
t he ir fam ilies first and t he refore, d e pend ing on whe ther st aff are on sit e, it m ay b e se ve ral d ays
b e fore any local re sponse can b e init iated at B urwood.
3.2.1 Pen secu rity:
Che cking all fe nce s and re p airing any d amage t o e nsu re t akahē are containe d , and, whe re
p ossib le, p est fre e status is m aintained , is t he first p riorit y. A good st ock of fe nc e re pair m at erials
shou ld b e m aintained at b ase at all t ime s. Fe nce che cks should b e u nde rtaken, if p ossible, within
24-48hrs of t he e v e nt.
If no d am age t o e xternal fe nce, t rap checking is low p riorit y and can b e stop ped for se v eral
m ont hs. If an e xternal fe nce was d own for a p e riod of t im e and incursion is likely, internal t rap
b ait ing should com mence as soon as p ossible and b e re gularly checked u ntil com fortab le p en is
p e st fre e. If p e st incursion is suspected , consider re locating t akahē t o fre e ranging area in t op pen
or d ou b ling u p ot her p ens. The genetic v alu e of t he ind ividu als and t he im pact on t he re ceiving
p e ns m u st b e considere d b efore any m ov e.
3.2.2 Water
If t he we at her is hot and d ry, checking on water av ailability in p e ns shou ld b e u nd ertaken as soon
as p ossible. Tanks and water re t icu lation within t he p e n m ay have b een d amage d uring t he e vent
so b e p re p ared t o carry in wat er. A su p ply of 20L cont ainers is av ailable at b ase and t he Wey don
B u rn has a good su pply of wat er. In wint er or following significant rain, checking on wat er is less
of a p riorit y .

3.2.3 Food
B u rwood t akahē are su ppleme ntary fe d ce real-based p e llets t wice a week. It is su sp ected
su p p lementary fe ed ing contribu tes t o o nly a sm all p roportion of t he ir d ie t (estimated 5 -10%),
wit h t u ssock and ot her grass sp ecies nat urally fou nd within t he p e ns m aking u p t he m ajority. It is
t he re fore e xpected t hat p enned t akahē at B u rwood could su rvive se veral we eks, e v en m onths
wit hou t su pplem entary fe ed ing and su ffer no t o m inor e ffects. There is however m ore of a risk t o
b ird we lfare d uring colder winter m ont hs when natural food sou rces are re du ced or of lowe r
nu t rit ional v alue and t he re sulting p oor b od y condition m ake t akahē le ss ab le t o cop e wit h t he
cold Sou t hland conditions.
Du ring an e m ergency situ ation, ot her t han su pplies already on site, access t o su pplem entary
p e llet s will likely not b e p ossible or in t he b est-case sce nario, d e livery will b e v ery slow.
Conse rv ation of st ore d food will t he refore b e crit ical and su pplementary fe eding will nee d t o b e
ju st ified b ased on t he scale and seve rity of t he incid ent . B urwood should always have 4 we e ks of
norm al fe e dout v olu mes on site.

3.3
Injured/sick birds

t ransp ort not p ossible, p hone ad vice on t reatm ent should b e sort (Du ned in Wild life hosp it al or
Masse y Wild base). Local v et su pport cou ld also b e u sed . Helicopt er t ransport should b e
consid e red for high v alue ind iv idu als, b u t helicopt er availability is likely t o b e se verely limited
d u ring a large-scale natural d isast er.

4.
Sanctuary & Secure Sites
Ap p roxim ately 100 t akahē are held at Sanct uary and Se cure sit es across Ne w Ze aland. The se sites
are m anaged for m u ltiple sp ecies and habitats b y t he DOC d istricts, Cou ncils, inst it utions , or
Tru st s which hold t hem. E ach of t he se sites ha s t heir own E m ergency Plans in p lace with
p rov ision for t he we lfare of t akahē which has b e en ap prove d b y t he Re cov ery Programm e.
The Sanct u ary Site s Ranger will collect info when ap propriate on t he st atu s of t hese p opu lations
t o inform t he national re sponse. The y will also p rovide ad vice and hel p coord inate re sources for
local re sp onses.
5.
Recovery Sites
The Takahē Programm e has t wo re cov ery sites/wild p opulations ; Mu rchison Mou nt ains (n = 198)
and Kahu rangi (n=31 ).
Ot he r t han p eriodic m onitoring t he Re covery Program me has lit tle interact ion wit h t hese
p op u lations d u e t o t heir re m ote locations and t he e xpectat ion t hat t hese p opu lations are self-
su st aining.
Pe st cont rol (t rapping and t oxic d rops) is likely t o b ecome a low p riority d u ring an e m ergency
sit u ation. In m ost cases t he ce ssation of t ra p checks for se v eral y ears (d ep end ing on whet her it is
a y e ar following a m asting e vent) will have little im pact on t he ov erall p op ulation. The refore ,
t he re will b e no d irect act ion s ap plied t o Takahē Re covery Sit es p ost e me rgency.
5.1
Recovery Site evacuation
If d u ring a p e st p lague y e ar t he p opulat ion e xperiences e xcessive loss t o t he p oint where a
p re d e term ined t hreshold is crossed , e vacu ation of t arget ed individuals will b e init iated.
Thre sholds are se t in adv ance, and known individuals assigne d a rank according t o t heir genetic
v alu e . B irds would b e initially e vacuat ed t o t he t op e nclosure s at B urwood.
