Macrae . William was lost in a fire fighting accid ent i n 2011, and will b e m issed .
William 'MacGy ver', p erm anently joined t he De part ment of Conse rvation aft er a st int of
cont ract s in 1995. He b ecame v e ry active in m arine m amm al re sp onse , from re floating
and t ransporting st randed whales , helping t o d isentangle a hu mp back whale right
t hrou gh t o t he d ifficult job of e u t hanasia. His p assion for inv enting and b elieving t hat you
can alway s im prove how y ou d o somet hing, fou nd William d e velop ing sp ecial lifting
fram e s for safe ly m aneu vering whale s from t he b each onto a t ru ck. He was also working
on d e v e lop ing an alternat iv e m ethod for large whale e ut hanasia .
He was always willing t o help ou t ot hers arou nd t he Dep artm ent and was ke en t o share
his knowle dge and e xpe riences. A characteristic t hat st and s ou t t he m ost ab ou t William is
his focu s on a job and u nflap pab le natu re . No m at ter how new som ething was or what t he
p re ssu re he was cool calm and collected. He was a conscientious t eam p layer and
incre d ibly p rofessional .
Many p e op le t hroughout t he De partment have fond m em orie s and fu nny stories t o t e ll
ab ou t William, and are grat eful for his contributions t o conserv at ion, fire fighting, and of

1.1
Introduction
Marine m am mal st randings are oft en highly p ub licised e vents t hat re quire t he
De p art ment t o p e rform in a qu ality way for ou r collective b enefit. This p lan set s ou t t he
st and ard s for m anaging m arine m ammal incidents, strand ings, and e mergencies.
All sp e cies of m arine m ammal occu rring within New Ze aland and Ne w Ze aland's fishe ries
wat e rs are ab solutely p rote ct ed u nder t he Marine Mamm als Prot ection Act 1978. The
De p art ment of Conse rvation is re sponsible for e nforcing t his Act .
At a st rand ing t he De partm ent is re sponsible for :
• the we lfare of the stranded animals,
• the disposal of any de ad marine mammals (including any part of a marine
m am m al),
• the he alth and safety of its staff and any volunteers un der its control, and the
p u b lic, and
• e nab ling any cultural protocols or actions .

Mam m als Safety Plan t hrou gh t he Risk Manager Sy stem. A Nat ional Te m plate Safe ty Plan
for working wit h m arine m am mals has b e en cre ated in Risk Manager as a starting p oint.
To m od ify t his p lan for y ou r local cond it ions follow t hese st eps:
• Log on to Risk Manage r as normal
• Go to "All Safe ty Plans"
• In the se arch criteria e nter "5943" in the ID number fie ld (make sure you have
t icke d t he "All Safe ty Plans" b ox)
• Whe n the safety plan appears, click on the numerical hyperlink
• Whe n the plan opens, se lect "e dit details"
• Se le ct "Duplicate Plan", from he re you can change the title and any other field, and
choose y ou r own re porting line
• Se le ct "Add"
• From he re you can re move hazards that are not re levant to your Are a, add any that
are ne e d ed, and ap ply local controls if ne ed ed.
Once y ou have com p lete d t his e xercise y ou m u st e nsure t hat a cop y of y ou r safety p lan is
inclu d ed in y ou r Office’s Hazard Re gister, and in y our Op erat ional Plan.
Infection risk
The risk of b act e rial infection is significant (e sp ecially from seals) b u t is re du ced b y
t aking sensible p recau tions. Infection can b e t hrou gh flu ids, or airb orne t ransf er. Peop le
and d ogs can b e su sceptible t o infection. Pot entially infectious d isease s re port ed in Ne w
Ze aland m arine m amm als includ e t ube rcu losis, salmonella, b rucella and "se al finger" (a

2.3 Firearms Procedures
E ach office will ne ed t o e st ablish it s own fire arm p rocedure s and include t hem in it s Area
p lan. All p e rsonnel t hat hold or u se firearms m ust b e licensed b y t he NZ Police.
The p rincipal st at utory and re gu lat ory control s for fire arm s com e from t he Arm s Act 1983
and t he Arm s Re gulations 1992, which re strict t he ownership, storage, t ransp ort ation and
u se of fire arm s, and introd uce licensing p rov isions. The se p rov isions are sum marised in

Control and Command
CIMS is d e signed t o e nable a m u lti -age ncy re sponse t o any incid ent. E ach agency is likely
t o com e wit h it s own com mand st ructu re and m ay b e assigned t o one or m ore fu nctional
are as. A Liaison Officer m ay b e assigned t o assist com mu nications b e twee n agencies,
allowing t he Incident Cont roller t o have control ov er t he m anagement of t he incident
wit hou t d isru pt ing individu al agency com mand st ructu res.
Incident Size
The nat u re of CIMS is t hat it is an e mergency m anage ment sy stem t hat will e xp and as
incid e nt size increases. For sm all whale st randings one p erson m ay well b e t he Incident
Cont rolle r, Planning Manager, Op erat ions Manager and Logistics Manager. As t he size
and com p lexity of t he st randing incre ases, t hese role s will b e d e legate d and aspects of t he
role s fu rt her d e legated .
Terms
Incid e nts will b e m anaged b y an Incident Management Te am (IMT) locat ed at an Incident
Cont rol Point (ICP). This m ay b e som e d istance from t he actu al st randing. The re is also
like ly t o b e an Assem bly Are a (AA) for re sou rces and p ossibly St aging Are as (SA). Som e
incid e nt s m ay re qu ire p e rim eter cont rol cord ons and t raffic control.
Incident Controller
This p e rson is re sponsible for t he ov erall control of t he incid ent , includ ing ap proval of
t he Incid ent Action Plan (IAP) and is likely t o ap poi nt a d epu ty t o assist . This p erson is
re sp onsib le for t he ov erall d irection of t he re sp onse activ it ies and re port s t o t he Director,
Op e rat ions.
Safety Officer
The fu nct ion of t his p erson is t o d evelop and re comm end m easure s for assuring p ersonnel
safe t y a nd t o assess /anticipat e hazard ous sit uat ions. The y p articipate in p lanning
m e e t ings and re p ort d irectly t o t he Incident Cont roller. The y can also work onsite t o
e nsu re com pliance.
Media/Information Officer
This p e rson d eals with t he m edia and e xternal agencies. He /she acts as a b u ffer and
re p ort s d irectly t o t he Incid ent Controller. The p erson m ay have assistants. In ad dition
he /she will sou rce m u ch informat ion from Planning.

PJ is a Ne w Ze aland , non -profit organisat ion t hat is d edicated t o m arine m ammal we lfare
and p rot e ction.
It s inv olv ement in st randed ce tacean re scue has sp anned m ore t han t wo d e cades. It has
p ione e red re scu e t echniqu es and t echnology, and invented t he world’s first whale re scue
p ont oons in 1985. Since 1988 it has ru n whale re scu e t raining p rogram mes, in which
m e m b ers of t he p u blic are instructed in b asic ce tacean first aid and e ffectiv e re -float ing,

sm all sp ecialised group t hat can assist t he De partm ent in a range of fu nct ions as ne eded.

re cord e d on t he NZWDSD. The information contained on t he NZWDSD is available u pon

cont rib u tes t o Ne w Ze aland ’s annual re p ort t o t he International Whaling Com m ission
