YOUR OFFICIAL INFORMATION ACT REQUEST
Thank you for your email of 1 April 2020, in which you requested, pursuant to the Official
Information Act 1982 (the Act), the following information:
“In 1999 the Ministry of Defence issued a request for registration of interest to potential
suppliers regarding the acquisition of Light Armoured Vehicles. If you have this
information I would like to know which potential suppliers received a request for
registration of interest, which 16 potential suppliers responded to the registration of
interest and which 17 vehicles were reviewed by HVR Consulting Services as potential
candidates to fil the NZDFs criteria for a Light Armoured Vehicle.”
We have been unable to undertake a search of our hard copy files to determine whether this
information is held by the Ministry as the information you have requested is now more than 20
years old and our staff are currently working remotely from home due to the COVID-19
pandemic. We have, however, conducted a search of our electronic files, and were unable to
locate information on which companies received the request for registration of interest for the
Light Armoured Vehicle project. As such, I am declining this part of the request under section
18(e) of the Act, as despite reasonable efforts at this time to locate it, this information cannot
be found.
In relation to the second and third part of your request, please see the below table with the
names of the 16 companies that responded to the registration of interest, along with the 17
vehicles that were reviewed for the LAV project.

procurement of the LAV and the Light Operational Vehicle (LOV). This report provides
additional information on the tender process for the LAV project. It can be found on the Auditor-

Under section 28(3) of the Act you have the right to request the Ombudsman to investigate
and review this response.
