Purpose of Report
To seek Council's approval for its draft submission to the Parliamentary Governance and
Administration Committee in regard to the Thames-Coromandel District Council and
Hauraki District Council Mangrove Management Bill (the Bill).

Background
The Bill was introduced into the Parliament on 6th July 2017 by local MP Hon. Scott
Simpson as a local bill, and passed its First Reading on the 9th August 2017 being then
referred to a Parliamentary Select Committee for consideration. The House then went into
adjournment pending the November 2017 General Election.
The intent of the Bill is to empower the Thames–Coromandel District Council and Hauraki
District Council, on behalf of their communities, to prepare a mangrove management plan
for the coastal area of their districts to achieve and maintain acceptable levels of mangrove
vegetation in order to restore, protect, and enhance any amenity values or ecosystems of
the coastal area.
After the General Election, and the installation of the new Government, the Governance and
Administration Committee has since called for submissions to the Bill with the period for
submission closing on the 23rd of February 2018. The Committee is scheduled to report
back to the House on 29th March 2018.

Issue
Council needs to approve the draft submission to the Governance and Administration
Committee which has been prepared in consultation with Her Worship, the Mayor and which
is attached to this report as
Attachment A.

Discussion
The Governance and Administration Committee will consider all written submissions, and
oral submissions in support of the former, before submitting its report and recommendations
to the full Committee of the House. In lodging a submission this Council gains standing
before the Committee.

Suggested Resolution(s)
That the Thames-Coromandel District Council:
1.
Receives the report.
2.
Approve the draft submission to the Parliamentary Governance and Administration
Committee in regard to the Thames-Coromandel District Council and Hauraki District
Council Mangrove Management Bill and directs the Chief Executive to lodge two
copies of the submission with the Committee's Secretariat before the close of the
submission period on 23rd February 2018.
