Request made under the Official Information Act 1982
Thank you for your email
of 9 June 2020 in which you requested a copy of your HVEA/HVET technical and
conceptual exam and detailed marking schedule under the Official Information Act 1982 (the Act).
In accordance with your request, please find enclosed your HVEA/HVET detailed marking schedule.
Your request for the HVEA/HVET technical and conceptual exam paper has been carefully considered and Waka
Kotahi NZ Transport Agency is withholding this under section 9(2)(k) of the Act to prevent the disclosure or use of
official information for improver gain or improper advantage.
Waka Kotahi is of the view that by releasing this exam paper to you, it would undermine the purpose of the
exam, which is to identify what you have learned and the depth of your knowledge on this subject. Releasing
this exam paper to you would confer an improper advantage as the questions would then be known to you and
an enhanced grade could then be achieved. Additionally, as this exam paper only has a few variations of a
very narrow field of expertise, it is not possible to provide alternative questions as the same risk would apply.
With respect to the information that has been withheld, I do not consider there are any other factors which would
render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse this
