Introduction
UNDER
1.
This Minute provides administrative and coordinating instructions for the
execution of the Force Protection (FP) harbour phase of HMNZS OTAGO (OTA)
Work Up (WUP). OTA will conduct a Directed Level of Capability (DLOC) WUP, over
the period 02-19 Jun 20, iaw refs A, B, C and D. Ref A directs OTA to undertake FP
coaching and assessment as part of the aforementioned activity. The Ship is
required to react and posture accordingly to changes in RINGFENCE state up to and
including RINGFENCE STATE AMBER and s. 6(a)

RNZN MOET is directed by ref A to control and coordinate the OTA force

generation process. In order to provide a realistic and meaningful training OTA will
conduct an
exercise operational port visit to a fictional port which will enable the Ship

to exercise its FP organisation. Real world, OTA will berth at the District Ammunition
Depot (DAD) – Kauri Point (KP) over the period 12-15 Jun 20.
Aim
3.
The aim of the DAD visit is to train and exercise OTA in FP procedures within a
secure training area which will allow the implementation of meaningful and realistic
training scenarios. The DAD visit will also enable the Ship’s Company to gain some

respite (outside of exercise periods) post an intensive period of training at sea.

Restrictions within the boundaries DAD

DAD is a secure operational NZDF ammunition storage facility and it is
therefore subject to stringent entry and area transit protocols that must be adhered to
at all times, the following is to be adhered to without question or exception:
a.
Vehicle Access: All vehicles operated within the boundaries of DAD (KP)
must be diesel – private vehicles may not enter DAD however, there is
secure parking available at the gate for Ship’s Company Usage. Ship’s
service and delivery vehicles are subject to sub-para C;
b.
Pedestrian Access: There is strictly no pedestrian access within the
confines of DAD unless authorised by security staff. OTA is responsible

for ensure personnel are shuttled to and from the gate from the wharf area
IAW with the below;

Security Escort: All vehicles requiring access to OTA must be escorted
by DAD Security within the confines of DAD (this includes OTA shuttles to

d.
Lighters/Matches and Vaping Devices: There is strictly no use of these
items whilst transiting to and from the main gate from Ship and must be

Smoking area: OTA may designate a smoking/vaping area IAW existing
protocols for visits to DAD.
f.
Cellphone Restrictions: Cell phones are to be switched off prior to
transiting from the front gate and cannot be switched on until boarding the
Ship and vice versa;
Exercise Authorities and Preapprovals

As mentioned the aim of this phase is the successful training an assessment of

OTA FP organisations. To enable the scenario based training the following activities
have been authorised:
a.
Damage Control Exercises : Damage Control incidents will be exercised
throughout the weekend, full exercise reactions are
authorised under the
observation of MOET staff; for example upper deck speakers, main
broadcast alarms and active boundary cooling on the upper decks;
b.
Use of Blank Ammunition: The use of blank 9 mm and 5.56 mm

ammunition is
authorised within the confines of the DAD wharf area only;
c.
Use of Pyrotechnics and Smoke: The use of pyrotechnics and smokes
is not authorise with the except of MOET operated smoke generators (use
during damage control exercises)

d.
Use of Water space Around DAD Wharf Area: Operation of small boats
to enforce an exclusion zone and assist with berthing or unberthing is
authorised;
e.
Logistics: Refuelling whilst Alongside KP is
prohibited. OTA may take
the opportunity to resupply rations and stores whilst alongside however
must be cognisant that logistics evolutions do not interfere with training
and assessment.
Scenario and Real World

For any Real World events or tasking, OTA will liaise directly with HQ JFNZ
keeping MOET informed who will communicate any requirements to DAD staff. 1982

The programme for the phase is in included in enclosure one – it must be noted
this program is not to be forwarded or shared with members of HMNZS OTAGO
ACT

The MOET TL for the duration of the WUP will be LTCDR s. 9(2)(a)
RNZN,
FWO.
UNDER
Operational Risk Management (ORM)
9.
All personnel are to be cognisant of the risks associated with operations at sea.
OTA is to conduct normal ORM procedures for all serials conducted throughout
WUP. In addition the MOET TL will ensure that MOET ORM is presented to MOET
staff in advance of serials where there are aspects of the serial that are not visible to
OTA Ships Company, or additional ORM elements are required. This will normally be
completed by the lead MOET staff member for that serial.

Safety. Mission first, safety always. All personnel involved in WUP need to
have a thorough understanding of "SAFE SAILOR ACTION". Ship's Company
understanding/application will be tested Note: a verbatim recital of the safe sailor

safety of all personnel during WUP.

Administration
11.
Dress. The dress for MOET personnel is RNZN 10s, MOET greens or coveralls
and ball caps. These items will be distributed to Associated MOET personnel at the
OTA MOET WUP brief or prior if arranged. Dress for civilian travel will be smart
civilian attire. Red Brassards will be utilized to indicate assessment periods.
12.
Transport. The MOET Co-ord ICW the Assistant Team Leader is to arrange all
ground transport and associated accommodation using s. 9(2)(k)
All
expenditure is to be approved by CDR MOET or FSXO. The MOET Co-ord is to
send a transport and shore accommodation plan to all MOET personnel.
