Debrief Context:
The ability to effectively control, command, lead, and coordinate Police led operations is fundamental
to policing in New Zealand. This national debrief for the conduct of Operation White Island will identify
lessons learned and contribute toward promoting continuous improvement regarding major incident
response.
The purpose of this debrief is to:
• Consider the effectiveness of the response and inter-district cooperation
• Identify strengths and weaknesses and consider the reasons why the strengths and
weaknesses occurred
• Examine the need to update SOPs, plans, practices
• Identification of investment (training or resourcing)
• Identify any immediate or urgent remedial action
Operation White Island:
Aim:
The NEMA National Controllers Intent / Mission:
‘
To coordinate support at the national level for the delivery of essential services to affected
people and families, and for the NZ public and international communities to retain confidence
in the NZ Government response.’
The Police National Controllers Intent / Mission. Initial Response, (Rescue):
“To locate and rescue all the people affected by the White Island eruption”
The Police National Controllers Intent / Mission. Recovery Phase, (Objectives):
The safe recovery of deceased from White Island
The reconciliation of all deceased for the Coroner
Cross-agency efficient and effective collaboration
Ensuring the Health and safety of all staff
Supporting the Local Controllers Intent
Debrief Format:
Each function lead wil have 5-10 minutes floor time. The focus therefore needs to be on what went well
and opportunities for improvement. Any discussion that becomes prolonged wil have to be resolved
offline.
