Thank you for your email to the Ministry of Health transferred to the Ministry of Business, Innovation and 
Employment (MBIE) on 24 August 2020 requesting, under the Official Information Act 1982 (the Act), the 
following information: 
 
Please  provide  copies  of  all  advice  and  memoranda  (in  whatever  form)  dealing  with  policy 
arguments for and against (a) the use of "managed isolation" and (b) charging users for their stay 
in "managed isolation". 
 
MBIE  has  interpreted  Part  A  of  your  request  to  mean  policy  advice  regarding  the  use  of  mandatory 
Managed Isolation and Quarantine (MIQ) as opposed to other methods such as self-isolation. This part of 
your request has been referred back to the Ministry of Health (MoH) for a response. MoH are responsible 
for providing public health advice to Government, including on the manner and place of isolation. Policy 
advice regarding the decision is not held by MBIE. I understand that MoH has responded to this part of your 
request.  
 
With respect to Part B of your request, the materials relating to the introduction and implementation of 
charges  for  MIQ  have  been  outlined  in  the  document  schedule  below.  These  documents  have  been 
proactively  released  and  can  be  found  at  the  following  website:  https://covid19.govt.nz/updates-and-
resources/legislation-and-key-documents/proactive-release/border/.  
 
I am therefore refusing your request for copies of all advice and memoranda dealing with policy arguments 
for charging users for their stay in MIQ under section 18(d) of the Act as the information is publicly available.
