Thank you for your request under the Official Information Act 1982 (the Act) on 1 October 2020 
for: 
 
“I am requesting copies of the Expert Advisory Committee on Drugs reports on 
Benzylpiperazine, from 2004, 2006, 2007 and 2009.” 
 
On 5 October 2020, the Ministry of Health (the Ministry), sent you a clarification email regarding 
the definition of 'reports' you referenced in your request. As we did not receive a response from 
you, the Ministry has interpreted your request for reports as, all technical documents the Expert 
Advisory Committee on Drugs (EACD) used to support their discussion and the associated 
meeting minutes where Benzylpiperazine (BZP) was discussed. 
 
As such, 14 documents have been identified within scope of your request. These documents are 
outlined in Appendix One with copies enclosed. The table in Appendix One also lists the specific 
grounds under which information has been withheld.
