Dear John
I refer to your email of 5 November 2020 in which you request the following under the Official
Information Act 1982 (OIA):
“I would like to ask what benefits, under the Comprehensive and Progressive Agreement
for Trans-Pacific Partnership (CPTPP), facilitate international movements for New Zealand
citizens, such as special visa arrangement.”
The information you have requested is publicly available. Chapter 12 of the CPTPP Agreement
is focused on temporary entry for business persons. It enhances access for New Zealand
business people into CPTPP party countries where they are engaged in trade in goods, the supply
of services, and the conduct of investment activities. It assists individuals and businesses taking
up the commercial opportunities offered by various aspects of CPTPP. The CPTPP Agreement,
including Chapter 12, is available on the Ministry’s website at the following link:
www.mfat.govt.nz/en/trade/free-trade-agreements/free-trade-agreements-in-force/cptpp/
comprehensive-and-progressive-agreement-for-trans-pacific-partnership-text-and-resources/.
You might also be interested to note that the Ministry has recently launched the Services
Exporter Tool, which enables New Zealanders to search for the impact of CPTPP on their ability
to trade in services. You can access this tool at the following link:

tool.govt.nz/.
You may wish to contact Immigration New Zealand for further details regarding immigration and
visa provisions. Their contact details are available on their website at the following link:
www.immigration.govt.nz/contact.
Please note that we may publish this letter (with your personal details redacted) on the Ministry’s
website. You have the right under section 28(3) of the OIA to seek a review of this response by
the Ombudsman.
Yours sincerely
Julie-Anne Lee
