Thank you for your email of 7 December 2020, requesting various information 
relating to the fixed fee phone pilot at Auckland Prison. Your request has been 
considered under the Official Information Act 1982 (OIA). 
 
You requested: 
 
•  Please provide me with all material relating to the pilot of lower cost phone 
calls being run at Auckland Prison, including, but not limited to: high level 
policy documents… assessment criteria for evaluating the pilot, progress 
reports, operational guidance, other guidance to prisoners and staff. 
 
Consultations have determined that a large number of documents fall within the 
scope of your request. Estimates indicate there are hundreds of documents and to 
identify and gather all information within scope would require extensive consultation 
and collation between various staff across different teams at Auckland Prison and 
National Office. Accordingly, your request is declined under section 18(f) of the OIA, 
as the information cannot be made available without substantial collation or 
research. 
 
We have considered whether to affix a charge or extend the time limit for 
responding. However, given the scale of the request we do not consider that this 
would be an appropriate use of our limited publicly funded resources. 
 
Corrections has, however, identified certain information that falls within the scope of 
your request which has previously been released under the OIA. Please find this 
attached.  
 
Please note, some information is withheld in the attached documents pursuant to the 
following sections of the OIA: 
• Section 9(2)(a), to protect the privacy of natural persons; 
• Section 6(c), as the disclosure of the information would be likely to 
prejudice the maintenance of the law, including the prevention, 
investigation and detection of offences, and the right to a fair trial; 
• Section 9(2)(i), to enable a Minister of the Crown or any department or 
organisation holding the information to carry out, without prejudice or 
disadvantage, commercial activities; and 
• Section 9(h), to maintain legal professional privilege.

Corrections was unable to locate any Ministerial Briefings within the scope of your 
request. Accordingly, this part of your request is declined under section 18(e) of the 
OIA, as the information requested does not exist or cannot be found.
