Dear Craig MacDonell
As you will be aware, the Ministry of Health transferred part of your 11 January 2021 request to the
Ministry of Business, Innovation and Employment (MBIE) on the 9 February 2021, requesting, under the
Official Information Act 1982 (the Act), the following information relating to Managed Isolation and
Quarantine (MIQ):
Please provide an explanation of the consultation undertaken with overseas residents around the
introduction of the original MIQ allocation system and charges and the additional testing
requirements announced for high-risk countries (given the time to implement since the beginning
of the pandemic). Please include reference to costs borne by the passenger, as well as the MIQ
procedure for changing flights and days of arrival’
I am writing to advise you that MBIE will provide a response to your request but needs to extend the time
available to answer your request. The response will be with you no later than 24 March 2021.
The reason for the extension is that consultations necessary to make a decision on the request are such
that a proper response cannot be made within the original time limit.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information
about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802
602.
We will respond to you sooner if we are able to.
Yours sincerely
Jacquiline Cooke
