Official Information Act request for the CTAG July 2015 New Zealand Terrorism
Threatscape Assessment
Thank you for your request made under the Official Information Act (the Act), received on
2 February 2021. You requested:
“Can you please provide me with a copy of the Combined Threat Assessment
Group’s July 2015 New Zealand’s Terrorism Threatscape Assessment. This
assessment has been referred to on page 456 of the Ko tō tātou kāinga tēnei:
Royal Commission of Inquiry into the terrorist attack on Christchurch masjidain on
15 March 2019, released to the public on 8 December 2020. ”
The Combined Threat Assessment Group (CTAG) fal s within the responsibilities of the
New Zealand Security Intel igence Service (NZSIS). I believe the CTAG assessment you have
requested is more closely connected with the functions NZSIS and, accordingly, I have decided
under section 14(b)(i ) of the Act to transfer your request to the NZSIS.
The NZSIS has the usual timeframes under the Act from receipt of this transfer to make a
decision on your request.

Official Information Act request from Azad Khan for the CTAG July 2015 New Zealand
Terrorism Threatscape Assessment
On 2 February 2021 the Department of the Prime Minister and Cabinet received the attached
request made under the Official Information Act 1982 (the Act) from Azad Khan. The request
was for:
“Can you please provide me with a copy of the Combined Threat Assessment
Group’s July 2015 New Zealand’s Terrorism Threatscape Assessment. This
assessment has been referred to on page 456 of the Ko tō tātou kāinga tēnei:
Royal Commission of Inquiry into the terrorist attack on Christchurch masjidain on
15 March 2019, released to the public on 8 December 2020. ”
I believe that the information requested is more closely connected with the functions of the
New Zealand Security Intel igence Service (NZSIS). Accordingly, I have decided under section
14(b)(i ) of the Act to transfer the request to you, as Director-General of Security and Chief
Executive of the NZSIS.
I have today informed the requestor of the transfer, and that you have the usual timeframes
under the Act to make a decision on this request.
