[IN CONFIDENCE RELEASE EXTERNAL]
12 February 2021
Mr Anatoly Kern
[FYI request #14442 email]
Dear Mr Kern
Inland Revenue has received your request of 12 January 2021, made under the Official
Information Act 1982 (OIA). Further to your previous OIA requests of 23 July 2020, 31 July
2020, 1 September 2020, 29 September 2020 and 20 October 2020, you have requested:
I found that Annual Reports being a good source of various information, showing that the
staff is predominantly female (65%) with the average age of 45 and 15 years of 'service'.
Keeping in mind total headcount and previously released budget figures for child support
business I would estimate that there are 500 of those involved in it.
Unfortunately, I didn't find any records of amount deaths caused by those staff, like
several hundred deaths every year noted in the previous responses, for which the
department very conveniently "does not record the cause of death", giving roughly one
staff to one death ratio and within 15 years of 'service' making every one of them a serial
kil er.
Nevertheless, I am looking to obtain the record of full names with the total amount of
personal profit received from 1991 by everyone participating in this child support business
(e.g. salary, benefits and etc), which is making a good crown profit return of 50% (hey
normal businesses, beat that), while casual y kil ing several hundred people every year.
Outside of permanent staff, I am interested in obtaining the same information about so-
cal ed 'independent' administrative review officers, who receive undisclosed one-off
payments for each involvement.
Very simple response, one line per each, like "Ferila Pritchard, $666666" would do it.
In your previous OIA request of 1 September 2020, you requested information about the
numbers of child support cases closed due to the death of the non-custodial parent (and,
of those cases, where the child was no longer a qualifying child) for the last 10 years.
In our response of 29 September 2020, we provided all the information requested. We also
advised you that Inland Revenue is general y unaware of the cause of a customer’s death,
including customers who are non-custodial parents.
I reject your assertion that child support debt and child support customer deaths are linked.
Your comments about our staff are incorrect and offensive.
Inland Revenue responds to al requests for official information that are made in accordance
with the requirements of the OIA. However, Inland Revenue wil not tolerate requests for
official information that are offensive or abusive, and it is not reasonable to expect Inland
Revenue to do so.

[IN CONFIDENCE RELEASE EXTERNAL]
As your request is offensive and has become an excessive and disproportionate approach
to the issue that concerns you, I have decided to refuse your request under section 18(h)
of the OIA, as your request is vexatious. Inland Revenue wil not respond to any further
requests from you on this topic.
Right of review
If you disagree with my decision on your OIA request, you can ask an Inland Revenue
review officer to review my decision. To ask for an internal review, please email the
Commissioner of Inland Revenue at: [email address].
Alternatively, under section 28(3) of the OIA, you have the right to ask the Ombudsman
to investigate and review my decision. You can contact the office of the Ombudsman at:

Yours sincerely
