RE Official Information Act request CDHB 10627
I refer to your email dated 25 May to Ministry of Business, Innovation and Employment (MBIE) which they
subsequently partially transferred to us on 9 June 2021 requesting the following information under the Official
Information Act from Canterbury DHB regarding people who are quarantined as they re-enter New Zealand and
are referred to our Specialist Mental Health Services (SMHS). Specifically, parts 2, 3 and 4 as laid out below:
2. And, from quarantine, some will be labelled 'psychiatrically disturbed' and they will go from quarantine into
psychiatric facilities.
3. I am wondering how many people have gone into quarantine and then been involuntarily
detained by one of the District Health Boards to be a psychiatric inpatient. Whether the
District Health Board has filled out the paperwork for them to be lawfully held involuntarily or whether the
District Health Board claims that they voluntarily chose to give up their freedom and comply with directive to
go do psychiatric detention.
One person returning to New Zealand (NZ) who was in a Managed Isolation and Quarantine (MIQ) facility was
admitted informally (voluntarily) to Specialist Mental Health Service.
One person returning to NZ who was in a MIQ facility was admitted under the Mental Health Act (involuntarily) to
Specialist Mental Health Service. It is a requirement that all people admitted under the Mental Health Act have the
required assessment and paperwork completed.

I am wondering how many might still be retained in government institutions?
Both patients admitted directly from MIQ were discharged from Specialist Mental Health Service Inpatient care.
