Thank you for your email on 27 February 2021, requesting the fol owing information under the Official
Information Act 1982 (the OIA):
I would like to ask if you can send me the criteria to assess the humanitarian reasons for the applicant
to request travel to NZ for critical purposes.
Our response
Each expression of interest (EOI) is assessed on a case by case basis. They are determined on their
own merits in extremely limited cases. To be granted an invitation to apply the applicants must satisfy
the Immigration Officer that they meet the conditions of immigration instructions H5.30.25
https://www.immigration.govt.nz/opsmanual/#73514.htm. This is the only criteria which must be
met.
The attached appendix provides additional guidance for the Immigration Officers to assess EOIs for
the humanitarian categories.
