Dear Kieren
Request made under the Official Information Act 1982
Thank you for your email of 15 March 2021 requesting the following information under the Official
Information Act 1982 (the Act):
…I would like to request the process for sites like carjam.co.nz and
motorweb.co.nz getting access to the basic vehicle register where they can
match number plates to car make, model, type, colour etc…
To provide context to your request, the Motor Vehicle Register (MVR) records information about
vehicles used on New Zealand roads and the persons responsible for their use. The primary purposes
of the MVR are:
• enforcement of the law
• maintenance of the security of New Zealand
• collection of charges imposed or authorised by an act
• administration and development of transport law and policy.
Information held on the MVR consists of:
• vehicle information concerning registered motor vehicles, and
• personal information about persons registered (past and present) in respect of motor vehicles.
Access to MVR information is determined by the type of information being requested and the reason
for requesting the information. Sites such as Carjam or Motorweb can gain access to vehicle
information contained in the MVR by registering with the Waka Kotahi NZ Transport Agency Motochek
service.
Information regarding the process to obtain Motochek access is available on the Waka Kotahi website
at the following link:

information/motochek/
As the information you have requested is publicly available, I am refusing your request under section
18(d) of the Act.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
this request. The contact details for the Ombudsman can be located at
www.ombudsman.parliament.nz.
If you would like to discuss this reply with Waka Kotahi, please contact Melissa Burns, Exemptions
and Registers Integrity, by email to [email address].
Yours sincerely
