I refer to your Official Information Act 1982 (OIA) request of 6 April 2021 to the Ministry of
Health. Your request was transferred to the Ministry of Foreign Affairs and Trade on 13 April
2021, and seeks the following under the OIA:
“Contents of all recommendations, regarding the prospect of all and any travel bubble/s
between New Zealand and another foreign nation/s, from the [Ministry of Foreign Affairs]
addressed to the Prime Minister's office and/or Cabinet.
This may include, but not limited to, recommendations regarding the prospect of a travel
bubble between New Zealand and Australia.”
Recommendations to the Prime Minister and Cabinet are provided in the form of joint
submissions and Cabinet papers. Joint submissions and Cabinet papers relating to quarantine
free travel between New Zealand and Australia, the Cook Islands and Niue are refused under
section 18(d) of the OIA as these will soon be made publicly available by the Minister for
COVID-19 Response on the Unite against COVID-19 website at:
https://covid19.govt.nz/updates-and-resources/legislation-and-key-documents/proactive-
release/.
You have the right under section 28(3) of the OIA to seek a review of this response by the
Ombudsman.
