I refer to your email enclosed of 14 April 2021 to the Ministry of Business, Innovation and Employment,
requesting the following under the Official Information Act 1982 (the Act):
Please release any and all Statutory Declarations made to the Ministry in relation to Managed
Spectrum Park (MSP) radio spectrum for the years 2014-2021 inclusive.
I am writing to notify you that we have decided to grant your request for the above information, however,
we are still preparing this information for release.
As advised on April 21 2021, via your discussion with the Crown Spectrum Asset Manager (CSAM), the
information you seek will take some time to prepare as there are many documents that have to be
manually extracted and collated.
I understand from your discussion with the CSAM that clarification and refinement of your request was
sought, with a suggestion to refine the scope of your request to a reduced time frame of 2018-2021,
which is three years worth of data.
I understand that you wished to proceed with your request as outlined above for the time frame of 2014-
2021, which is 7 years worth of data.
I am therefore extending the timeframe for responding to your request under the following sections of
the Act:
15A(1)(a)
the request is for a large quantity of official information or necessitates a search through
a large quantity of information and meeting the original time limit would unreasonably
interfere with the operations of the department
We will now respond to your request on or before 11 June 2021, which is an extension of 20 working
days.
Should we be unable to meet the above time frame, we will notify as soon as we are aware of any
potential delays, and endeavour to get the information to you as soon as practicable.

There are a large number of documents that have been identified which require manual
searching, extraction and collation from our records. I just wondered if I could clarify the
scope with you please.
Types of declaration
There are two types of declaration used in the MSP:
1. Statutory Declarations made by applicants affirming their eligibility to apply for MSP licences
2. Statutory Declarations of Ongoing Implementation (these are the declarations the first of
which is required to be submitted 2 years after licence issuance,)
Please confirm if the documents you are seeking are type 1, 2 or both?
Client Scope
Are you interested in declarations submitted by any particular Licensees, and whether they
are past or present?
Date Range
Documentation from 2018 onwards will be quicker to extract, so I just wanted to clarify the
range of dates you are interested in?
I’m hoping that your answers to these questions will assist in addressing our handling of
this OIA request in the most timely manner.
