I refer to your request for information dated 23 May 2021, which was received by Greater
Wellington Regional Council (Greater Wellington) on 23 May 2021. You have requested the
following:
"For each PTOM unit for Greater Wellington public transport services, can the GWRC please
provide:
1) The patronage data for the unit
2) The data that shows the extent to which the unit is subsidised”
Greater Wellington’s response follows:

As requested, please refer to
Attachment 1 which provides an Excel file containing a complete
breakdown of the patronage of bus Units per month since the implementation of the Public
Transport Operating Model (PTOM) in July 2018. The data is the latest processed information
available in Greater Wellington’s database.
2) The data that shows the extent to which the unit is subsidised
As requested, please refer to
Attachment 2 which provides an Excel file containing a complete
breakdown of the subsidies received by Waka Kotahi New Zealand Transport Agency (Waka Kotahi)
per month since the implementation of the PTOM in July 2018. The data is the latest processed
information available in Greater Wellington’s database.

Waka Kotahi currently subsidises 51% of the net cost of Greater Wellington’s Public Transport
programme, which is determined the Funding Assistance Rate (FAR). To clarify, Waka Kotahi cover
51% of the costs after they have been netted against fare revenue. As a general rule, fare revenue is
sufficient to cover one third of the cost of the programme, and the remaining two-thirds of the cost
are split 51% by Waka Kotahi and 49% by Greater Wellington. For more information on the Funding
