Thank you for your email of 26 May 2021 to the Ministry of Business, Innovation and Employment (the
Ministry) requesting, under the Official Information Act 1982 (the Act), the following information:
I would like to know what percentage of drivers operating the bus/transport/land transit
service/fleet for the managed isolation facilities are completely vaccinated (x2 doses of Pfizer
COVID-19 vaccine) as of 2135 26th May 21.
Please note that a significant number of staff at Managed Isolation and Quarantine Facilities (MIQFs) are
not directly employed by the Ministry. MIQ Facilities are staffed by each hotel’s staff, private security
companies, the relevant District Health Boards (DHBs), the New Zealand Police, the New Zealand Defence
Force, Aviation Security staff, Ministry staff and those employed through the Ministry’s stakeholders.
Workers who transport returnees to and from our MIQFs are required to be vaccinated under the COVID-
19 Public Health Response (Vaccinations) Order 2021 (“the Order”).
Our land transport service provider has required that all of their drivers undertaking this particular work
to be vaccinated as per the Order, including the second dose prior to 5 June 2021.
Since our land transport drivers are not directly employed by the Ministry the responsibility to vaccinate
the drivers is the responsibility of company who employs them.
Therefore, we are withholding this information in full, pursuant to section 9(2)(ba)(i) of the Act, to protect
information which is subject to an obligation of confidence, where the making available of the
information would be likely to prejudice the supply of similar information, or information from the same
source, and it is in the public interest that such information should continue to be supplied.
