Henderson Alterations Emergency Access
Thank you for your official information request about Henderson road alterations and
emergency access, which we received on 9 June, after it was transferred to Auckland
Council by Auckland Transport and Fire and Emergency New Zealand.
The specific details of your request and our response is below.
I contact you today to kindly request the following with regards to the temporary
alterations to the roading infrastructure located within Henderson (Auckland) town
centre:
a. The outcome of consultations (if any) between Auckland Transport and Fire
and Emergency New Zealand regarding the temporary alterations.
Eke Panuku Development Auckland (Eke Panuku) is the council-controlled
organisation that delivers urban regeneration. Eke Panuku is the project lead for the
Henderson Streets for People project. We have not yet undertaken any specific
consultation with Fire and Emergency New Zealand on this project. Due to the
temporary nature of the changes and that there were no formal road closures
planned outside of the TMP(Traf ic Management Plan for installation) – there was no
requirement from Auckland Transport or Waka Kotahi to pre-consult as the trial itself
is the formal consultation period. Eke Panuku would stil be very happy to meet with
Fire and Emergency New Zealand to discuss any issues as a result of the trial.
b. Risk assessments undertaken (if any) and their outcomes regarding Fire and
Emergency New Zealand’s ability to conduct emergency responses through the
affected area given the close proximity to the Henderson Fire Station and
requirement for appliances to proceed through the affected area when
responding to emergency incidents.
Eke Panuku discussed the risks for Fire and Emergency access through the trial area
during the design phase and as per the “Firefighting operations emergency vehicle
access guide F5-02 GD” ensured the vehicle tracking through the project met the
12.6m vehicle/truck length. Please see attached vehicle tracking plans.
No formal risk assessments specific to Fire and Emergency were undertaken,
however a Road Safety Audit was completed as part of the Auckland Transport
approval process.
