Request made under the Official Information Act 1982
Thank you for your email of 4 June 2021 requesting the following information under the Official Information Act
1982 (the Act):
The Waka Kotahi One Network Framework (ONF) includes the following statement:
"By definition, all Metro Rail lines would be classified as PT1 (highest strategic significance) as they are
considered rapid transit corridors irrespective of frequency, availability and or volume of people movement."
I am interested in understanding the ONF criteria for classifying public transport (PT) services including why a
PT service would assessed as being "Rapid Transit" or not under the ONF.
1) Can Waka Kotahi please provide a copy of the ONF presentations, working papers or background reports
used in the mid-2020 virtual workshops with invited stakeholders as part of the Stage 2: Detailed design, tools
and integration development of the ONF?
2) Can Waka Kotahi please provide a copy of the ONF survey and any supporting material used to inform the
sector of the high-level design of the ONF, as well as gain feedback on the prioritisation of service outcomes
and performance measures as part of the Stage 2: Detailed design, tools and integration development of the
ONF ?
3) Can Waka Kotahi please provide a copy of any and all ONF reports that discuss Metro Rail Lines and why
they are all considered to be rapid transit corridors under the ONF?
4) Can Waka Kotahi please provide a copy of any and all ONF reports that discuss the criteria to be used for
assessing if a PT service (bus or rail) is rapid transit?
5) Can Waka Kotahi please provide a copy of any and all ONF reports that discuss why "Buses > 40 services
per hour" are considered rapid transit and bus services ">12 bus services per hour" are only considered PT2
"Spine Services".
6) Can Waka Kotahi please provide a copy of any and all ONF presentations, working papers or background

working papers or background reports where discussions on the criteria to classify bus PT services under the
ONF including if it would be assessed as rapid transit or not ?
10) Can Waka Kotahi please provide a copy of any correspondence with Auckland Transport on which PT
services (bus and rail) would be considered rapid transit services?
11) Can Waka Kotahi please provide a copy of any correspondence with the Greater Wellington Regional
Council on which PT services (bus and rail) would be considered rapid transit services?
