6. Assessment Started 1125 in the vicinity of the confluence of the Gladstone and Twizel Rivers along Baikie Hut Track.

Driven by strong Norwest winds through tussock and extensive area of wilding trees. Patchy areas within fire
zone remaining unburnt.
Act
A wide range of fuel types within the existing fire perimeter have been consumed.
There are 8 significant residential properties, with multiple structures, affected on the East side of SH80. One
house has been lost, along with a barn and four smal outbuildings. Currently carrying out property
protection on the remaining properties, to be continued by nightshift. Air resources working on perimeter
of fire and supporting property protection.
Pukaki Scientific Reserve has been extensively damaged.
The fire perimeter as at 1900 31/08/20 is approximately 31km and total area of inciden

7. Action taken - Aircraft – 2 fixed wing, 20 helicopters
- Heavy machinery working: five 20ton diggers, two dozers creating fire break.
- Crew patrolled overnight 30/8/20-31/8/20 and worked on structure protection.

cars in the second. 31/8/20: Approx 40ppl (19 cars) departing 0930 and 140 ppl (46 cars) departing after
1000. A convoy of 4 cars travelled to Aoraki Mt Cook village (workers).
- Overnight crews working throughout the night for property protection.
- Three tankers are available to support overnight crews.
- Occupants of affected properties remain evacuated.
- Crews and IMT sourced for daytime operations Tuesday 1 September.

- Contact made and continuing with stakeholders, landowners, Iwi, Police, LINZ, MPI, MSD DOC, NEMA,
Meridian and Netcon. LINZ has taken the lead on liaising with Meridian on the operating easement and
the broadband network provider.
- Contacted neighbour to the north,
who has 50 cattle in the vicinity
of the Bravo sector. She has made provision to al ow the stock to move further from the fire site.
- Coastguard are on site to provide support on the lake front around the areas where helicopters are
dipping.
- A fire investigator, John Foley, has been appointed and will be arriving today.

8. Factors
- Extreme fire behaviour expected until arrival of rain around midnight, with a SW change due by
0300hrs.
- Power Grid Control Gate 18 is of concern to Meridian. This has the potential to have a significant effect
on supply of power to whole of South Island. Liaison with Meridian has identified that immediate risk is
negligible but the site is being monitored and a retardant line has been laid to provide additional
protection.
- Powerlines along SH80 are severely damaged. Lines crews have assessed them and are looking at
repair options.
- Topography – uneven ground and steep in places.

- SH80 – link to Aoraki Mt Cook will remain closed overnight, SH8 reopened before 0900 31/08/20.
- Prime assets – lavender farm, commercial properties and structures.

Wildfire/Emergency Contingency Plan
In the event of a new ignition or other significant emergency in either the Mid/South Canterbury
or neighbouring Districts that may require additional resourcing beyond initial turnout (PDA):
1. IMT Incident Control er, Planning Manager and other senior personnel are advised that there
is an active incident response underway.

2. Planning section is to gather situation information on the event. Initial response wil be from
PDA turnout via FireCom and local management may determine that additional resourcing
outside normal station turnout is not required.

3. For a significant emergency, such as wildfire or earthquake, advise all operational staff as
those with family, friends and assets located in the affected area will most likely want to
contact home (NB: this is more relevant for a significant natural disaster such as earthquake,
or a rapidly developing fire likely to require evacuations).
4. Consider any possible need to release operational staff where their base locations are in the

Situation: A strong northwest flow affected the South Island ahead of the cold front that arrived
overnight.

Tues morning (after 2 am): North to northwest wind eased rapidly after 2 am and turned southerly 20
to 30 km/h around 3 to 4am, and will die out during morning. Rain got steadier after 2 am and was
expected to turn to snow from around dawn. T
the otal rainfall likely to be in the 15 to 20 mm range, and
including 5 to 10 cm of snow during Tues morning. Note temps reduce and RH increases early morning
hours.

Fire Behaviour General:
Following the rain and shift to southerly conditions fire behaviour has dropped. Spreading fire will be
unlikely, however areas of deep seated or smouldering heavier fuels and windrows will continue to
burn. In some shallow swales and small valleys the surface loose organic has not fully burnt and will
continue to smoulder.
There are many areas of either partially or unburnt fuel within the fire area that will burn given the
chance. There are many hung up trees sitting on partial y burnt limbs waiting to fall. In places the
burnt limbs are partial y consumed, brittle and wil break, dropping the trees.

Scrub Fuel (includes wilding pine). Fuel load est 30 – 40 t/ha. Smouldering little to no spread.

Safety Considerations:
Information
1) Care should be taken when moving through forested areas. The winds may topple trees or

2) A watch must be kept of the welfare to crews with the onset of wet and very cold conditions
