You requested:
I would like to request a list of vacancy (ministerial or statutory appointment
only, e.g. board member, Lay member, Trustee etc) that the nomination period
has been closed but still under consideration by Correction or relevant Minister.
In your list, can you please included the date that vacancy been advertised and
when the vacancy been closed as well. Also, Any current live vacancy?
Also, I would like to know if you have any future opening in 2021. e.g. the
position that will call for nomination in the year of 2021, but not yet advertised.
Generally speaking, how you ensure transparency and seek for public
nominations for these positions you control and manage.
This response provides information on two bodies that have members appointed by
the Minister of Corrections, the Community Impact Forum (CIF) and the Social Impact
Fund Allocation Committee (SIFAC).
On 26 September 2011, the Board of Inquiry into the proposed men’s Corrections
Facility at Wiri, approved a site designation change, which allowed Corrections to build
Auckland South Corrections Facility (ASCF) on the site adjacent to Auckland Region
Women’s Corrections Facility (ARWCF) at Wiri. One of the conditions set by the Board
of Inquiry, was the set up of the CIF and SIFAC. The Board of Inquiry also required
the set up of the Tangata Whenua Committee (TWC) but its members are not
appointed by the Minister.
The purpose of the CIF is to provide a forum for community and stakeholder
involvement through which any issues of community interest or concern can be raised
and addressed. The key focus of the CIF is to consider the effect of the presence of
ASCF and ARWCF on the community. The CIF meets quarterly.

The purpose of the SIFAC is to allocate, review and oversee the funds made available
by the Minister of Corrections for the purposes recommended to it by the CIF and
TWC. The Board of Inquiry’s decision required $250,000 be budgeted each year to
mitigate identified social or cultural effects. An unused portion of the social impact fund
made available in any given year can accumulate to a maximum of $500,000. The
SIFAC only meet when there is a proposal from CIF/TWC to consider.
The SIFAC was established in November 2015 and currently has five members, two
appointed by the Minister of Corrections (in consultation with the Minister of Māori
Development), two appointed by Auckland Council, and up to two co-opted by SIFAC
members following its establishment. The CIF and SIFAC are chaired by an
independent chairperson appointed by the Minister of Corrections for a period of three
years.
In relation to the following parts of your request:

The table below shows all information in scope. The Chair was appointed more than
a year after the vacancy closed. This was due to a number of delays including closure
over the Christmas period, and a change of Government.
The two SIFAC members were also initially appointed in 2015. Both individuals were
recommended by Corrections to the Minister, and subsequently reappointed in
November 2019, based on their skills, passion and experience they brought to each
role. As such, the positions were not publicly advertised.
There are currently no live vacancies.

Corrections intends to start the process of either reappointing or appointing a new
Chair for the CIF/SIFAC at least three months before the current appointments are
due to end. This allows enough time for the Ministerial Process and the Appointment
and Honours (APH) Committee endorsement to be implemented.
The process for selecting a chair and members for the CIF and SIFAC are detailed
below. Corrections ensures transparency when selecting people for these positions by
seeking nominations from various agencies and ensuring the following steps are
taken, which include the input of the Auckland Council, various groups and members
of the community:
Process of selecting a chair for the CIF and SIFAC:
Corrections seeks nominations from the Ministry for Women, Ministry for Māori
Development, Ministry for Pacific Peoples, Auckland Council (as part of the
designation condition) and the Ministry for Ethnic People.
Corrections will review all nominations and recommends suitable candidates
for interviews to the Minister of Corrections.
The Minister of Corrections will review all nominees selected by Corrections
and provide a short list of preferred candidates to interview.
Corrections will hold a panel interview with the preferred top three candidates.
Corrections will provide their recommendation to the Minister of Corrections on
the successful candidate from the interview. A paper to the Cabinet APH
Committee to recommend the appointment of the new chair will be provided.
The Minister of Corrections will confirm the successful candidate with the
Minister of Māori Development.
The Minister of Corrections and the Cabinet APH Committee will confirm the
appointment of the new chair.
Corrections will advise all three candidates on the final decision on the
appointments.

Process of selecting SIFAC members
Corrections will propose two candidates for the appointment (one from South
Auckland community and one from Corrections). The selection process will
include consultation with CIF and TWC.
Corrections will recommend two candidates to the Minister of Corrections.
The Minister will seek the endorsement of the Cabinet APH Committee for the
appointment.
Corrections will advise the candidates on the appointments, brief them on the
role and sign the Terms of Reference for SIFAC.
