RE Official Information Act request CDHB 10638
I refer to your email dated 19 June 2021 requesting the following information under the Official
Information Act from Canterbury DHB. Specifically:
1. I would like a summary of how many people are in each of the four Covid-19 vaccine rollout groups
in areas administered by the CDHB.
Our expectations as at 28th June 2021 for the number of people in each of the four Covid-19 vaccine
rollout groups in areas administered by the Canterbury DHB are as follows:

Note: Group 4 includes 25,677 12-15-year olds. (Based on a 2021 projection off 2018 census by age,
within the Canterbury DHB region).
2. Additionally, I would like the same summary provided just for the area of greater Christchurch city.
We do not have this on hand and it would be a significant amount of work to accurately generate these
estimates, particularly for groups 1, 2 and the underlying condition-based population in group 3. This is
because it would involve looking at locations of workplaces and qualifying employees’ residences, as
well as the differences in the prevalence of underlying conditions in greater Christchurch City versus
elsewhere in Canterbury DHB. We are declining a definitive response to this question pursuant to
section 18(f) of the Official Information Act i.e.
“…. this information cannot be made available without
substantial collation or research.”
A ballpark alternative could be to assume consistent proportions of populations across these groups as
the total population, in which case according to the 2018 census 91% of Canterbury DHB population is
usually resident in the Christchurch City, Selwyn District or Waimakariri District Council areas. This
would provide populations in the four groups of: (see below):
• Group 1 – 9,200
• Group 2 – 31,000
• Group 3 – 135,000
• Group 4 – 287,000
3. I would also like a weekly breakdown of the number of vaccinations that the CDHB is targeting
for each of these groups. This could be provided as a weekly summary of the number of people
the CDHB is expecting to be vaccinated in each group, from the beginning of the vaccination
programme until the end.
Our submitted plans for the weekly breakdown of the number of vaccinations that the Canterbury DHB
is targeting for each of these groups is as follows:

Please note:
• We are declining to provide information for the final quarter pursuant to section 18(g) of the Official
Information Act i.e. we do not have a weekly plan for the final quarter of the year as yet so are
unable to provide these targets.
• As our plan is created based on available capacity it does not contain information about which
groups we are vaccinating. However, in Canterbury we are vaccinating according to the sequencing
framework, working from Group 1 through to Group 4. Therefore, people in group 2 started being
vaccinated in early April, people in group 3 started being vaccinated in significant numbers in early
June, and we expect to start taking bookings for vaccinating people in group 4 from the end of July.
