Dear Mr McLean
The Electricity Authority (Authority) received a notification of a complaint from the Office of the
Ombudsman on 21 September 2021.
We understand you have complained to the Ombudsman regarding the Authority’s lack of
response to your correspondence of 22 August 2021 (via fyi.org.nz). The Office of the Ombudsman
has advised they are not treating this correspondence as a request for information under the
Official Information Act 1983 (the Act).
On 24 August 2021 the Authority sent an email acknowledging and thanking you for your
correspondence of 22 August 2021. We did not consider your correspondence a request for official
information and subsequently advised that your email had been passed on to the data team for
their reference and action if necessary.
Your email dated 22 August was concerned with a published data file called
embedded_generation; a file that is published as part of the so-called
metered data collection. You
should be aware that none of the files in the metered data collection are extracted from a market
system that is governed with a well-defined functional specification. Rather, they are legacy files,
the delivery of which to the Authority by NZX and EMS was agreed on a casual, best-endeavours
basis. As such, the data team at the Authority continues to publish them on an as is basis for the
sake of continuity. It is our intention to replace this data collection with one whose integrity can be
readily assured.
For some time now we have publishe
d reconciled volumes for the wholesale market and have
encouraged EMI data users to avail themselves of this series. The reconciled volumes are
described in the
reconciliation manager (RM) functional specification – specifically, the GR-010
report.
The Authority is working with the reconciliation manager to define and specify a source of
submitted volumes covering all injections and offtake, whether grid-connected or not, and unfiltered
with respect to capacity in the case of non-grid-connected injections. We hope to have this
available to replace the metered data series in the second quarter of 2022, although precise timing
will depend on other work priorities.
