Request for information 2014/049
I refer to your request for information dated 31 March 2014, which was received by Greater
Wellington Regional Council (GWRC) on 31 March 2014. You have requested the following
information:
“
Could I please receive a copy of the report provided by structural engineers in 2013 stating that
dangerous levels of corrosion had been found and that the [Kaiwharawhara train station
over]bridge was beyond repair?
Could I also please receive a copy of the information used by Philippa Lagan in March 2014 to
conclude the overbridge was structurally sound?”
Attached is all of the information within the scope of your request that GWRC has identified as
holding, namely:
• Greater Wellington Rail Limited Kaiwharawhara Pedestrian Over Bridge Structural
Assessment and Repair Options Report, July 2013.
Please note, in the Dominion Post article of 31 March 2014, Philippa Lagan states that the stairs, not
the overbridge, are structurally sound. The Kaiwharawhara train station overbridge and the stairways
(which provided access between the bridge and the platforms) were two separate structures, with the
overbridge dating from the middle of the twentieth century and the stairs from 2005. It is noted in
the attached engineering report that while the bridge was heavily corroded, the stairs were in good
condition.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request
an investigation and review by the Ombudsman under section 27(3) of the Act.
