Dear Micky
I refer to your request received on 24 June 2021, which has been considered under
the Official Information Act 1982 (OIA), for the following information:
In regards to collaborating with NZ On Air at every stage in the development of
the fund for public interest journalism - including the development of guiding
principle - can you please provide the following information:
1. All emails discussing the topic (including emails to and from NZ On Air 'and'
between all Ministry officials)
2. All Cabinet minutes in relation to the fund
On 29 June 2021, my Office asked you to refine question one of your request due to
the substantial collation and research that would be required in order to respond.
You responded noting you were interested in:
All emails discussing -
'Public Interest Journalism'
'NZ On Air'
In the time period of 1st January 2019 until now (including emails to and from
NZ On Air 'and' emails to and from the Broadcasting Minister)
In response to
part one of your request, I do not believe the request has been
refined to an extent where the information can be provided without substantial
collation and research. Therefore, this part of your request is refused under section
18(f) of the OIA as the information cannot be made available without substantial
collation and research. The reasons for this are as follows:
The timeframe requested spans over 18 months and would require a significant
search.
If a search was undertaken, one of your key words (‘Nz On Air’) would extract
every single email sent to/from NZ On Air given that the phrase features in email
signatures and email addresses.
For clarity, this does not necessarily mean that there is a large amount of emails on
this topic, rather that a large amount of emails would need to be searched through to
find relevant material. This would then need to be extracted and collated.
Please note that, I have not made this decision lightly and have carefully balanced the
need to my Office to undertake its core functions with the need to provide a substantive
response to your request.
Regarding
part two of your request, I am releasing to you a copy of the Cabinet Minute
of Decision and the Cabinet Business Committee Minute of Decision. Please note
some information is removed as it does not relate to your request.
You have the right to seek an investigation and review by the Ombudsman of this
