Dear Chris
Request made under the Official Information Act 1982
Thank you for your email
of 6 July 2021 requesting the following information under the Official
Information Act 1982 (the Act):
what the current repair costs to date have amounted to on the Rangiriri to Te Kauwhata section
of the State Highway 1 expressway north of Hamilton and if the total cost of construction and
subsequent maintenance, by the same construction company, for this section of State Highway
1 - would have exceeded the amount tendered by the losing bidders for this section of highway.
The contractor who built the Rangiriri section of the Waikato Expressway remains responsible for
pavement maintenance until final surfacing is complete, which is currently planned for October. No
additional cost has been incurred by Waka Kotahi for repairs to date.
The project was procured under the Early Contractor Involvement (ECI) model, in which a preferred
contractor is appointed prior to the second stage of the tender process. As such there is no
comparison to be made with other bidders and I am refusing this portion of your request under section
18(g) of the Act, as the information requested is not held by Waka Kotahi.
Further information on the ECI model may be found at:

construction-procurement.pdf
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
this information. The contact details for the Ombudsman can be located at
