Official Information Request: Kahukura rehabilitation scheme
Thank you for your email of 12 July 2021, requesting information under the Official
Information Act 1982 (the Act), relating to the Kahukura rehabilitation scheme. Specifically,
you requested:
(1) Correspondences between the Panel and its members with the Prime Minister,
the Deputy Prime Minister, and the Minister of Justice in relation to funding for the
Kahukura rehabilitation programme.
(2) Correspondences between the Mongrel Mob, its associates, members and/or
spokespeople, as well as the agency eligible to apply for the funding to the relevant
people responsible for making decisions on the Proceeds of Crime funding in relation
to the Kahukura rehabilitation programme.
On 16 July 2021, the Ministry of Justice contacted you to advise that the response to your
request would need to be extended by 20 working days. This is because your request
required significant consultation.
In response to your requests, these are partially refused under section 18(d) of the Act as
some of the information is publicly available on our website here:
www.justice.govt.nz/about/news-and-media/news/kahukura-proactive-release.
The remainder of the information in scope is being released to you – see Appendix A for
details. Copies of the documents are enclosed. Please note some information has been
withheld from the documents under the follow sections of the Act:
• section 9(2)(a) to protect the privacy of natural persons
• section 9(2)(g)(i ) to maintain the effective conduct of public affairs through the
protection of Ministers, members of organisations, officers and employees from
improper pressure or harassment
• section 9(2)(j) to allow the continuation of negotiations without prejudice or
disadvantage.
