Dear Liz,
I refer to your email of 31 July 2021 to the Ministry of Transport, requesting the following under
the Official Information Act 1982 (the Act):
With the government incentive structure for EVs coming in. Under the Official Information
Act what are the procurement requirements for government ministries, departments,
agencies and the wider public sector on the purchase of vehicles and EVs? The government
has known for a long time about the need to convert our cars to EVs but it seems there is
no strict requirements for new government fleets.
On 2 August 2021 your request was transferred to the Ministry of Business, Innovation and
Employment (the Ministry) in accordance with section 14 of the Act, as the information
requested is more closely aligned with the functions of the Ministry.
The Ministry’s response to your request is provided below.
As part of the Carbon Neutral Government Programme (CNGP) announced on 2 December 2020,
the Government has set the expectation that mandated agencies are required to optimise their
car fleet with the aim of reducing the number of vehicles in the Government fleet. Additionally,
agencies mandated to follow the Government Procurement Rules are required to purchase a
battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) where a BEV is not
appropriate for the required use, unless their operational requirements or other circumstances
require otherwise. This approach will result in the progressive reduction of emissions from the
government’s light vehicle fleet.
The All-of-Government Motor Vehicles contract is managed by New Zealand Government
Procurement and has a range of BEVs and PHEVs on the catalogue for agencies to purchase.
Agency vehicle replacement decisions are determined by each agency, not New Zealand
Government Procurement.
