Thank you for your email of 3 August 2021, to the Ministry of Business, Innovation and Employment (the
Ministry) requesting, under the Official Information Act 1982, the following information:
Could I please ask for the following statistics relating to MIQ vouchers for arrival dates 01 January
2021 to 01 August 2021:
1. Total number of MIQ vouchers issued
2. Total number of MIQ vouchers presented or used (rooms were occupied)
On 20 August 2021, you revised your above request to the following:
1. The total number of rooms booked using MIQ vouchers
2. The total number of rooms occupied (excluding those used by emergency voucher holders)

The table on page 3
(Appendix 1) sets out the following:
Total number of rooms booked using MIQ vouchers through the Managed Isolation Allocation
System (MIAS) from 1 January 2021 to 1 August 2021 as daily totals; and
Total number of rooms occupied by flight arrivals through the National Border System from
1 January 2021 to 1 August 2021 as daily totals.
The total number of rooms booked by Managed Isolation and Quarantine (MIQ) vouchers and rooms
occupied by flight arrivals are calculated from different sets of data. Therefore, for a given arrival date it is
possible that 100 rooms booked by MIQ vouchers will not account for exactly 100 rooms occupied by
flight arrivals (e.g. people who book a room with an MIQ voucher may not show up as a flight arrival to
occupy the room or not be able to board due to a positive pre-departure test, or someone’s planned
flight arrival and room occupancy is delayed until after midnight and so they are recorded as arriving on a
different day than their voucher showed).
The total number of rooms occupied by flight arrivals were short by 12 rooms as there were 12 records in
the data set with missing room numbers. This will be negligible on the overall results set out below.
Please also note that a group making multiple bookings for the same arrival date or single stay in a facility
are only counted once. Similarly, the table does not count flight crew or cancelled vouchers.
