Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) on 5 August 2021 for
information relating the COVID-19 Immunisation Register (CIR). You specifically requested:
“Some people wil be unable to get vaccinated, for health or other reasons. Will those
persons be added to the Covid-19 Immunisation Register? If so, could you please explain
that process and specifically what personal details of those persons wil be added.”
If a person interacts with the COVID-19 Vaccination and Immunisation Programme (CVIP), but
does not proceed with the vaccination, the following details will be recorded on the CIR:
• Name, date of birth, gender, ethnicity and National Health Index number (NHI number)
• Address and contact details
• Booking details (if applicable)
• Confirmation of priority category for vaccination (for example Group 1a).
There are several circumstances where a person will be added to the CIR but does not receive
the COVID-19 vaccination. If a person is present for a vaccination, then chooses not to proceed
with the vaccination because they are either medically unfit or decide to refuse consent, the
reason for them not continuing will be recorded in the CIR against their record. If a person makes
a booking in
Book My Vaccine, the information detailed above is added to the CIR in anticipation
of their arrival on site for the vaccination. If a person does not attend the vaccination, these details
are retained in the CIR. Additionally, a border worker may be identified by their employer, and
their details loaded in the CIR in anticipation of their vaccination appointment.
However, if a person or their employer does not interact with the CVIP at all, their details will not
be included on the CIR.
